Position Summary:The Performance Management Advisor will play a central role in strengthening performance monitoring, data systems, and evidence‑based decision‑making across the program portfolio, leveraging specialized experience in the health, energy, or economic growth sectors. The Advisor will support the alignment of programming with strategic objectives, operationalize Monitoring and Evaluation (M&E) frameworks, and ensure the effective collection, management, analysis, and use of performance data.
They will oversee all performance management activities. This position integrates technical M&E expertise with data systems and analytics, ensuring that program performance is continuously tracked, analyzed, and translated into actionable insights for adaptive management. Performance Management Advisor will report to the Chief of Party.
- Support alignment of program activities with overarching strategies, including donor priorities and sector‑specific frameworks.
- Translate strategic objectives into measurable performance indicators and monitoring plans.
- Provide analytical support to ensure programming decisions are informed by performance data.
- Operationalize M&E frameworks across program activities, ensuring consistency and quality.
- Support development and refinement of results frameworks, log frames, and performance monitoring plans.
- Provide ongoing M&E technical support to program teams.
- Lead the development of high‑quality indicators (output, outcome, and impact level).
- Establish systems for routine tracking, validation, and reporting of indicators.
- Conduct regular data reviews to assess progress and identify performance gaps.
- Provide continuous M&E support to program teams, including troubleshooting data challenges.
- Support routine performance reviews and contribute to adaptive management processes.
- Ensure that M&E findings are translated into actionable recommendations.
- Bachelor’s degree in international development, statistics, economics, public policy, or related field.
- A minimum of 8 years of experience in monitoring, evaluation, and performance management.
- Demonstrated experience in M&E framework design and implementation, Indicator development and performance tracking, Database design and data management systems, and Data visualization tools (e.g., Power BI, Tableau).
- Strong analytical skills, including quantitative and qualitative data analysis.
- Proficiency in data management and analysis tools required.
- Professional proficiency in English, both written and verbal required.
- Master’s degree in a relevant field is preferred.
- Experience in health such as monitoring health systems performance, service delivery, and health outcomes and familiarity with public health indicators, surveillance systems or health program evaluations preferred.
- Experience in energy sector programming, including infrastructure, access, or resilience and an understanding of energy‑related indicators preferred.
