Position: Appraiser Trainee and Appraiser I, II
Location: Duchesne

POSITION PROFILE

The Property Appraiser represents the County Assessor's Office to the public and collects data on real property by measuring structures, inspecting buildings, taking photos, and recording property details. They enter data into property records, compare digital images to property data, and review appraisals submitted by taxpayers. The appraiser also prepares evidence for valuation challenges, plans efficient inspection routes, and assesses building conditions.

They ensure that property valuations follow professional standards (USPAP and IAAO) and appraise residential, small income, and multi-family properties using appraisal and mapping software.

COMPENSATION:
Depends upon Qualification
  • Appraiser II: $31.00-$39.00 per hour
  • Appraiser I: $26.00-$34.00 per hour
  • Appraiser Trainee: $19.00-$25.00 per hour

ESSENTIAL FUNCTIONS
  • Represent the County Assessor's Office to the public.
  • Gather and verify data on real property including, but not limited to, measuring structures, physically inspecting the exterior and interior of buildings, photographing property, and noting relevant characteristics and intended use of the property. Enter field data into property records and utilize digital photography to analyze and compare property characteristics between digital imagery and property record data.
  • Compare information and appraisals submitted by taxpayers with property records.
  • Prepare evidence for state and local valuation challenges.
  • Maximize efficiency in onsite inspection routes and data collection.
  • Understand building inspections to derive state of structure.
  • Gather and confirm data for compliance with mass appraisal requirements of the Uniform Standards of Professional Appraisal Practices (USPAP) and IAAO standards.
  • Appraise residential, small income properties, and multi‑family projects.
  • Gather, verify, and analyze data using a variety of appraisal, GIS, database, spreadsheet, and/or statistical software.
KNOWLEDGE,

SKILLS AND ABILITIES
  • Knowledge of building standards, appraisal methods, and research principles
  • Knowledge of methods and techniques in relation to real property
  • Knowledge of land appraisal and building cost estimating methods
  • Skilled in using a calculator for mathematical and basic trigonometric calculations
  • Skilled in summing and categorizing improvement square footage
  • Skilled in reading plats and blueprints
  • Skilled in comparing digital imagery with property inventory data for validity and locating property according to description
  • Ability to maintain cooperative relationships with those contacted in the course of work activities
  • Ability to communicate effectively verbally and in writing
  • Ability to pay attention to detail in field and desk work.
Minimum Qualifications Appraisal Trainee

Summary:

Under close guidance and direction of the Appraisal Supervisor in a training capacity, appraises real property for ad valorem tax purposes using industry‑accepted methods for determining value.

  • Education:

    High school diploma or equivalent.
  • Certifications:

    Must enroll and obtain;
    State Appraiser Trainee totaling 75 hours of National Appraisal education and State Associate Residential Appraiser Designation totaling 90 hours of State Appraisal Education.
  • Experience:

    No prior Real Estate Appraisal experience required.
  • Supervision:
    Will work under direct supervision of a State Certified Residential or General Appraiser.
  • Special Requirements:
    Valid Utah Driver's License, must be able to submit and pass Criminal Background Check, FBI Rap Back.
  • Restrictions:
    May not engage in contract appraisal work within the county boundaries due to conflict of interest.
  • Continuing

    Education:

    28 hours of continuing education is required every two year for renewal of State Credentials and Designations.
