Purpose of Consultancy

This consultancy will provide hands‑on, operational M&E and data management support to the WHO M&E team, contributing to routine monitoring activities, data product development, and analytical work streams.

Background

The WHO Philippines Country Office is strengthening its Monitoring and Evaluation (M&E) support to the Department of Health (DOH) to improve evidence‑based decision‑making, tracking of health outcomes, and alignment with Universal Health Care (UHC) priorities. This includes supporting SDG 3 monitoring, national priority indicators, and subnational performance analysis to inform planning and resource allocation.

As part of this effort, there is an increasing need for operational‑level support to manage, process, and analyse health data from multiple sources (e.g., DOH systems, PSA data, LGU reports), ensuring consistency, quality, and usability for routine monitoring and reporting.

In parallel, WHO is supporting subnational data initiatives, including the development of LGU health profiles and data products for the ULAP Health Summit, as well as ongoing work on denominator estimation and data quality improvement to strengthen the reliability of key indicators such as immunization and maternal health coverage.

Method(s) to carry out the activity
  • Data wrangling, quality checks, metadata documentation, and reproducible workflows. Data compilation, cleaning, and validation from multiple sources (DOH systems, PSA, LGU datasets).
  • Statistical analysis and simple modelling (e.g., target population estimation, time‑series, cohort analysis).
  • Data quality checks and documentation of data sources and assumptions.
  • Contribution to analytical summaries, reports, and documentation for M&E activities.
  • Development of clear, decision‑friendly visualization products.
  • Contribution to methods briefs, analysis notes, and reproducible code repositories.
Outputs & Deliverables Output 1 – Operational M&E Support for Strategic Monitoring and Reporting of 60 SDG indicators, 82 provincial data profile datasets, over 400 M&E portal datasets, and PMO datasets
  • Deliverable 1.1:
    Develop data quality control‑related mechanisms and framework.
  • Deliverable 1.2:
    Assist in routine analysis and updating/structuring of monitoring datasets, including preparation of tables, summaries, and basic analytical outputs for internal use and reporting.
  • Deliverable 1.3:
    Submit a complete reproducible code package (scripts, assets, documentation).
Output 2 – Analytical Report on LGU Data‑Use Practices
  • Deliverable 2.1:
    Conduct consultations with key stakeholders (e.g., DOH, LGUs, WHO) to validate findings and gather contextual insights on LGU data‑use practices.
  • Deliverable 2.2:
    Draft an analytical report synthesizing findings from DOH/WHO‑provided materials (surveys, interviews, documents).
  • Deliverable 2.3:
    Provide a structured set of recommendations addressing bottlenecks, duplication points, and opportunities to strengthen data‑use culture.
Output 3 – Target Population Estimation (2 Municipalities)
  • Deliverable 3.1:
    Prepare a methodology and analysis plan, including assumptions and data inputs.
  • Deliverable 3.2:
    Conduct analysis and produce cleaned scripts and outputs.
  • Deliverable 3.3:
    Prepare a short technical report summarizing methods, results, limitations, and recommendations.
Output 4 – Data Group Coordination Support on 60 SDG indicators, 82 provincial data profile datasets, over 400 M&E portal datasets, and PMO datasets
  • Deliverable 4.1:
    Provide support in the scheduling, preparation, and coordination of meetings.
  • Deliverable 4.2:
    Maintain and update coordination trackers, timelines, and follow‑up activity lists.
  • Deliverable 4.3:
    Facilitate stakeholder consultations and feedback sessions with DOH, LGUs, and partners as part of coordination.
