Position: Professional Engineer 1 (Civil/Transportation) NY Helps - Region 2

Bridge Inspection Team Leader

Under the direction of the Regional Structures Management Engineer, the successful candidate will be expected to perform as a Bridge Inspection Team Leader. This includes, but is not limited to, the following duties:

  • Complete, maintain, and apply related bridge inspection training, including the operation of vehicles and equipment such as bucket trucks, under bridge inspection units, and motorboats.
  • Plan, organize, and lead bridge inspections in accordance with NBIS, AASHTO, NYSDOT, and other applicable requirements.
  • Review bridge records, plans, previous inspection reports, and relevant data to prepare for inspections and assess changes in condition.
  • Receive and apply effective safety training, monitor and enforce safety procedures, including work zone traffic control, and lead by example with personal adherence to safety.
  • Direct and supervise inspection team activities, ensuring inspections are conducted safely, efficiently, and thoroughly.
  • Inspect and evaluate bridge components to identify, document, and assess structural deficiencies, deterioration, damage, and safety concerns while applying engineering judgment to determine bridge condition and assign ratings.
  • Ensure the accuracy, completeness, and quality of inspection documentation, including field notes, measurements, photographs, and inspection reports.
  • Communicate significant findings and urgent conditions (Red, Yellow, and Safety flags) to bridge owners, supervisors, and other stakeholders in a timely manner.
  • Mentor, train, and conduct performance reviews of Assistant Team Leaders and other inspection personnel.
  • Respond to unscheduled inspections following vehicle strikes, fires, and natural disasters to ensure public safety.
  • Assist in coordination with Main Office, Regional Groups, and Local bridge owners, as necessary.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

The preferred candidate will meet the qualifications listed in the Uniform Code of Bridge Inspection, Section 165.5 (see NYSDOT Bridge Inspection Manual, Appendix A, 2017 BIM with Aug 2024 Amend-Adend _11-25-24.pdf).

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

  • Open Competitive:
    • Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
      Or
    • 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
  • Qualifying degrees:
    Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
  • Qualifying experience:
    One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
  • Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

  • Promotional:
