Human Resource Specialist

Job Description Goal

To provide comprehensive human resources support and administrative services to ensure efficient personnel management, regulatory compliance, and effective employee lifecycle processes for Uxbridge Public Schools.

Qualifications
  • Degree in Business, Human Resources, Technology, or related field preferred.
  • Minimum of three years' experience working in an administrative capacity in a Human Resources department; school district experience preferred.
  • Demonstrated proficiency in working with computer applications such as spreadsheets, Microsoft products, and municipal databases such as Harpers and MUNIS for the management of staff, certification, and licensure requirements.
  • Experience with student information systems (Power School), evaluation systems (Teach Point/Vector Solutions), and substitute management systems (Smart Find) preferred.
  • Knowledge of Massachusetts public school employment law, regulations, and collective bargaining agreements preferred.
  • Experience with DESE licensure and certification systems preferred.
  • Strong organizational, interpersonal, and communication skills required.
  • Ability to work independently with minimal supervision and manage multiple priorities simultaneously.
Performance Responsibilities Employee Lifecycle Management
  • Complete the hiring process for all new employees and substitutes, including communicating with candidates about required documentation, meeting with them in person to receive information, reviewing submitted materials, and forwarding completed packets to the appropriate personnel.
  • Develop and maintain spreadsheets, databases, and HR management systems (including Power School and Teach Point/Vector Solutions) related to employee and substitute hiring, retention, certification, licensure, and all other aspects of the employment process.
  • Enter new hires and account numbers into Harpers payroll system and coordinate with Finance as needed for budget alignment.
  • Maintain all calculations relating to hiring, terms, grants, and rate changes from appointment letters as part of the HR function.
  • Setup new employees and substitutes in Smart Find system, manage employee attendance tracking, and monitor staff absences through accurate entry and management of all personnel in the system.
  • Onboard new staff to the substitute list upon recommendations from building principals and/or directors.
  • Coordinate new hire orientation and onboarding.
  • Maintain confidential files including all district employee personnel records in accordance with state and federal record retention requirements.
  • Respond to staff questions regarding annual pay and benefits, forwarding payroll‑specific questions to the payroll department and timeslip questions to Town Hall as appropriate.
Compliance & Regulatory
  • Serve as the primary liaison with the Department of Elementary and Secondary Education (DESE) regarding educator certification and licensure matters.
  • Monitor validity of educator licensure and ensure timely renewals.
  • Manage degree change applications, transcript submissions, and coordinate budget changes with Finance department.
  • Process intent to move on salary schedule approval letters.
  • Responsible for CORI data input and retrieval for district.
  • Responsible for Suitability Determination input and retrieval for district.
  • Manage and track all FMLA requests for the district, including preparation and distribution of FMLA approval letters and forms.
  • Manage employee training requirements for both district and state.
  • Track and monitor completion of yearly staff evaluations.
