Position

The City of Vacaville is seeking a Cross‑Connection Control Inspector or Cross‑Connection Control Specialist to protect the public water system from contamination and to ensure compliance with state and local water regulations. Incumbents perform field inspections, cross‑connection control surveys, investigate backflow prevention assemblies, and support program compliance activities. The Specialist level serves as the program’s technical authority and acts as a liaison with regulatory agencies.

Salary

Cross‑Connection Control Inspector: $72,996 – $88,728 annually.

Cross‑Connection Control Specialist: $80,385 – $97,709 annually.

2% COLA scheduled for 11/01/2026.

Duties
  • Conduct cross‑connection control surveys and inspections.
  • Test, inspect, maintain, and repair backflow prevention assemblies.
  • Identify cross‑connection hazards and investigate customer complaints related to backflow prevention and water quality.
  • Review plans, inspect installations, and coordinate with contractors, developers, and property owners.
  • Educate customers and stakeholders on cross‑connection control requirements and compliance standards.
  • Maintain inspection records, testing data, reports, and other program documentation.
  • Assist with water quality monitoring, distribution system operations, and water conservation activities.
  • Respond to emergency and non‑emergency field situations related to water distribution and cross‑connection control.
  • Serve as the program’s technical authority for the Specialist level, providing guidance and acting as a liaison with regulatory agencies.

Desirable Knowledge, Skills & Abilities
  • Experience with inspection, testing, maintenance or repair of mechanical devices, piping systems, valves, fittings, or related water utility infrastructure.
  • Knowledge of backflow prevention assemblies, cross‑connection control principles, water distribution systems, or plumbing systems.
  • Ability to interpret technical documents, construction plans, diagrams, specifications, and regulations.
  • Proficiency with computers, mobile devices, databases, spreadsheets, and field applications to collect, manage, and report data.
  • Accurate record‑keeping, report preparation, and documentation of inspection and testing activities.
  • Strong analytical and troubleshooting skills to identify issues, evaluate alternatives, and develop practical solutions.
  • Ability to establish and maintain effective working relationships with customers, contractors, developers, regulatory agencies, and coworkers.
  • Clear communication of technical requirements to diverse audiences.
  • Strong organizational and time‑management skills, prioritizing work and adapting to changing assignments and operational needs.

Minimum Qualifications – Cross‑Connection Control Inspector

Education: Completion of twelfth grade or equivalent.

Experience: One year involving complaint investigation or other public contact work in water utilities, plumbing, or a closely related field; performing adjustment of mechanical control devices for a water utility.
