Overview
Candidates must live within a reasonable commuting distance of the communities served by Travis Credit Union, which include Alameda, Colusa, Contra Costa, Merced, Napa, Placer, Sacramento, San Joaquin, Solano, Sonoma, Stanislaus, and Yolo. For hybrid and remote roles, candidates are still required to reside within a commutable distance of our corporate headquarters in Vacaville, California.

SummaryTravis Credit Union’s (TCU’s) AVP of Compliance provides enterprise-wide guidance on compliance programs. As a decision-maker on credit union compliance and governance, this role manages and oversees the daily operations of the Compliance Department and assists the VP, Assistant General Counsel (Compliance & Risk Management) in guiding TCU’s compliance and risk management strategy. The AVP of Compliance develops and updates programs to ensure compliance with applicable laws and regulations, develops training content on issues regarding regulatory compliance, and provides subject matter expertise on regulatory issues.

- Develops, maintains, manages, and revises policies and procedures for the general operation of TCU’s compliance program and its related activities to prevent illegal, unethical, or improper conduct. Keeps abreast of all new legislation and jurisdictional regulatory requirements and incorporate any relevant updates to Company policies and procedures.
- Coordinates the development, implementation, and submission of all departmental internal controls, including all aspects of TCU’s risk assessment, BSA/AML, and OFAC program management.
- Acts as the de facto BSA Officer, OFAC Officer and Privacy Officer in the absence of the VP, Assistant General Counsel (Compliance & Risk Management). Creates a culture of compliance and empowers staff and members to act with confidence in reporting areas of potential non-compliance.
- Conducts and/or oversees periodic compliance risk assessments in coordination with the credit union’s enterprise risk management program to ensure compliance with regulatory requirements and risk management practices.
- Manages automated systems to monitor activity for BSA/AML and OFAC compliance. Oversees investigations and final decisions on BSA reporting including suspicious activity reports and ensures accurate and timely reporting of required reports.
- Provides compliance subject matter expertise to all levels of the organization including the Board of Directors and Audit Committee.
- Participates in TCU strategy sessions and provides a compliance perspective on strategic initiatives.
- Collaborates with other departments (e.g., risk management, internal audit, people, etc.) to direct compliance issues to appropriate existing channels for investigation and resolution.
- Develops, reviews, updates Board, corporate and department policies/procedures to ensure compliance with state and federal laws and regulations.
- Coordinates with internal and independent auditors and federal and state regulatory examiners during examinations and provides requested information.
- Works with Training & Development to develop and maintain training programs to address compliance issues.
- Works with external counsel in developing and revising forms, contracts and disclosures for compliance.
- Frequently interacts with supervisors, members, and peer group managers, normally involving matters concerning functional areas, other company divisions or units, or members and the company. Often must lead a cooperative effort among members of a project team.
- Works with third-party Bank Secrecy Act/anti-money laundering software to manage and monitor the BSA Program and ensure compliance through the monitoring and reporting of member activity as appropriate.
