Job Summary

Minnesota IT Services (MNIT) is seeking a collaborative and strategic technology leader to serve as the Dev Ops Manager supporting Direct Care and Treatment (DCT). This position provides leadership for the Dev Ops and Application Services function, overseeing application development and support while leading a team of IT professionals responsible for delivering secure, reliable, and high-quality technology solutions that support critical state services.

As a member of the MNIT DCT leadership team, this position partners with agency leadership, business stakeholders, and MNIT enterprise teams to establish priorities, guide technology initiatives, promote modern software delivery practices, and continuously improve technology services. Responsibilities include workforce leadership, strategic planning, operational oversight, technology governance, resource management, and fostering a collaborative, customer-focused culture.

This position requires an employee to work onsite at 3200 Labore Road, Vadnais Heights, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:

• Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (IA, ND, SD, WI) may telework up to 50%.
• Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
• Candidates living 50 miles or more from the worksite in a bordering state are not eligible for hire unless relocating within 50 miles.

Qualifications

Position requires a minimum of five (5) years of IT experience leading application development, application support, Dev Ops, or related technology services in a complex technology environment.

Experience must include:

• Developing collaborative partnerships with business stakeholders, technical teams, vendors, and leadership to deliver technology solutions that meet organizational priorities.
• Experience working across multiple phases of the application development lifecycle, including systems analysis, solution design, development, testing, implementation, and ongoing support.
• Applying technology governance, operational planning, risk management, and continuous improvement principles to support reliable, secure, and efficient technology services.
• Two (2) years of lead work or supervisory experience, including establishing priorities, managing workloads, coaching or mentoring employees, and supporting staff development.
• Demonstrated ability to communicate clearly and effectively to foster mutual understanding, guide teams through change, and effectively advise leadership and business stakeholders on technical initiatives and solutions.
• Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, with demonstrated leadership and people engagement skills that support positive user experiences and high-performing teams.

Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

Strongly Preferred Qualifications

• Experience managing vendor relationships, coordinating vendor-delivered services, and ensuring effective delivery of technology solutions, including experience working for or managing external vendor organizations.
• Experience leading application development, application support, or Dev Ops teams within large, complex, multi site or multi-system organizations, including leading the adoption of modern software delivery practices, automation, and continuous improvement.
• Experience supporting mission-critical technology services in a 24/7 operational environment, including maintaining service reliability, operational continuity, and effective incident response.
