Facilities Space Planner
CSEngineering is seeking a Facilities Space Planner to support a government civil engineering organization responsible for facility planning, space optimization, and infrastructure investment management. This role supports installation-level planning, asset management, and facility footprint optimization initiatives aligned with mission requirements.
Job Responsibilities- Develop, maintain, and implement the Facility Space Optimization Plan (FSOP) and related planning studies.
- Lead installation-level facility space analysis, planning, execution, and optimization efforts.
- Interpret facility space standards, real property guidance, and project programming requirements.
- Integrate utilization rates (URs), Building Condition Index (BCI), space types, and functional uses into optimization planning strategies.
- Support investment planning initiatives through development and sustainment of facility space programs and asset data.
- Develop strategies guiding sustainment, repair, modernization, and construction planning through AMP and BCAMP processes.
- Identify opportunities to consolidate functions, optimize space usage, increase utilization rates, and eliminate underperforming infrastructure.
- Lead Customer Authorization (CA) development and management, including stakeholder interviews, documentation review, and authorization calculations.
- Ensure accurate CATCODE alignment and consistency between authorizations, allocations, and real property records.
- Conduct audits, surveys, and annual reviews of facilities, authorizations, and support agreements.
- Maintain accurate data in Accountable Property Systems of Record (APSR) and Drawing of Record (DoR).
- Prepare documentation including AF Form 123 and DD Form 1354 related to facility changes.
- Review and process individual space requests and prepare Facilities Board approval/disapproval packages.
- Determine and manage building utilization rates and develop corrective action plans for underutilized facilities.
- Integrate data from SMS BUILDER, Nex Gen IT, DoR, and other authoritative systems to develop optimization
Education: Bachelor's degree in Engineering, Architecture, Community Planning, or a related discipline.
Experience:- Minimum 2+ years of engineering or planning experience applying space optimization principles to facility construction, allocation, or modification.
- Professional knowledge of facility space planning techniques, optimization concepts, and asset management principles.
- Experience interpreting policy and modifying procedures to address complex facility planning challenges.
- Experience integrating and analyzing data from databases, geospatial systems, and CADD tools.
- Strong analytical, documentation, and stakeholder coordination skills.
- Must be a U.S. Citizen.
