The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high‑quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous‑materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. Its water‑supply system is comprised of 19 reservoirs and 3 controlled lakes throughout a 2,000‑square‑mile watershed that extends 125 miles north and west of the city.

The Bureau of Water Supply seeks to hire an Associate Public Health Sanitarian I in the Strategic Services unit of the Drinking Water Operations (DWO) Directorate, located in Valhalla, New York. The unit provides Risk Management Program (RMP), Process Safety Management (PSM), and Environmental Health and Safety (EHS) resources to achieve compliance objectives for all BWS Drinking Water Operations employees and facilities.

  • Strong interpersonal and team liaison abilities.
  • Regulatory research and technical writing skills.
  • Database manipulation, time management, and incident‑investigation experience.
  • Basic industrial‑hygiene instrumentation knowledge.
  • Ability to operate a motor vehicle for site visits.
Abilities Required
  • Effective communication with personnel across the Directorate, Bureau, and Agency.
  • Basic use of industrial‑hygiene tools and instrumentation.
  • Research, interpret, and apply relevant EHS laws, standards, and policies.

  • Engagement with facility staff and EHS team members for continuous improvement.
Records and Reports
  • Weekly summary of regulatory non‑conformances to the Chief of DWO EHS South.
  • Annual chemical‑usage reports (EPCRA/SARA Subpart Z) in conjunction with facility responsible individuals.
  • Incident‑investigation reports for spills, releases, injuries, illnesses, and near‑misses.
  • Noise assessments, job‑hazard analysis, and personal‑protective‑equipment assessments with formatted summaries.
  • Assistance in developing emergency action plans, safe‑work plans, and standard operating procedures.
  • Support in technical research and submission of agency and pre‑audit requirements.
Responsibilities
  • Serve as Site Safety Officer and enforce the Health Code, OSHA regulations, and other EHS rules.
  • Provide technical assistance and support to ensure facility compliance with federal, state, and local regulations.
  • Conduct in‑service training and provide guidance to staff during facility inspections.
  • Investigate safety and health incidents and verify compliance with RMP, PSM, and EHS policies.
  • Inspect construction for conformance with environmental conditions and approved plans.
  • Maintain up‑to‑date technical knowledge, licenses, and certifications; attend required training and EHS meetings.
  • Interpret RMP, PSM regulations and DEP policies for facility applicability.
  • Coordinate with facility personnel to access RMP and PSM mechanical‑integrity activities via the Computerized Maintenance and Management System.
  • Perform seasonal and special health and safety projects, surveys, and assessments.
Qualifications
  • Bachelor’s degree from an accredited college with ≥30 semester credits in the physical or biological sciences (≤12 credits may be applied in environmental technology, sanitation technology, public health, or similar fields).
  • At least two years of satisfactory full‑time experience performing inspections to assure compliance with food, drug, and environmental regulations.
  • Alternatively, an associate’s degree with ≥15 semester credits in the physical or biological sciences, with ≤6 credits applied in related fields, and four years of full‑time inspection experience.
