THE POSITION

This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

The City of Vallejo is seeking candidates for one Code Enforcement Manager position as a collaborative member of the City's Planning and Development Services Department.

The Department is organized across three divisions:
Planning (Current Planning and Advanced Planning), Building, Administration, and Code Enforcement. The Department provides several vital services to the Vallejo community, including long‑range planning for future City development; processing building and land use applications; facilitating the development review process; issuing permits and inspecting for code compliance; facilitating green building practices; as well as other policy work as required.

The City of Vallejo is located in Solano County and has a population of approximately 125,000 residents. Vallejo is a rapidly changing, highly diverse community located midway between San Francisco and Sacramento. The ideal candidate will have working knowledge of City codes, ordinances, and regulations; proper investigation methods, and techniques for code compliance enforcement; rules, and procedures. They will possess superior communications skills (both written and verbal) and will be able to work closely with and build rapport with the City’s homeowners, businesses, and community groups to enhance and preserve the quality of neighborhoods through public engagement, education, and other activities.

The ideal candidate will demonstrate good decision‑making skills under pressure, work with minimal direct supervision, and be a team player with a positive attitude.

• Assume management responsibility for all services and activities of the Code Enforcement Division.
• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs and functions including business license, code enforcement, property maintenance, mandatory garbage collection and fee collection programs; recommend, within Departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
• Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Development Services Director; implement improvements.
• Coordinate, oversee, and monitor the efforts of City divisions, departments and outside agencies in carrying out assigned projects, programs, and activities.
• Supervise preparation of agenda for the Code Enforcement Appeals Board.
• Select, train, motivate and evaluate Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
• Negotiate terms and agreements with vendors and contractors.
• Plan, direct, coordinate, and review the work plan for the Code Enforcement Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
