The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.
Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.
PositionThe Manager, Emergency Management is an integral part of Woodfibre LNG's Health, Safety and Security team. The successful candidate reports directly to the Director, Health, Safety & Security and will lead the Company’s emergency management program through construction, commissioning, start‑up and operations.
The role is responsible for administering the current construction‑phase emergency management program and developing the emergency management program required for the operating LNG facility. This includes emergency response plans, procedures, training, exercises, response facilities, call‑out and escalation processes, action tracking and continuous improvement.
The successful candidate will have strong emergency management experience in a complex operating environment. Experience in LNG, oil and gas or energy would be an asset, but is not mandatory. Knowledge of HSS management systems is also an asset, particularly where those systems support emergency preparedness, incident management, training, assurance and corrective action tracking.
Key Responsibilities- Lead the development, implementation and continuous improvement of the Woodfibre LNG emergency management program
- Administer the construction-phase emergency management program, including plans, procedures, training, exercises, records, action tracking and readiness monitoring
- Develop emergency management plans, procedures, checklists and supporting tools for commissioning, start‑up and operations
- Define emergency management requirements for the operating LNG facility, including roles, responsibilities, call‑out, escalation, training, exercises, facilities, equipment, communications and external interfaces
- Work with construction, commissioning, operations, marine, security, HSS and contractor teams to identify emergency response requirements across each project phase
- Support emergency preparedness for higher‑risk commissioning and start‑up activities, including energization, testing, fuel gas introduction, hazardous materials, marine interface, rescue, medical response, fire response, spill response and security events
- Plan, facilitate and evaluate emergency response drills, tabletop exercises, functional exercises and regulatory exercises
- Prepare emergency exercise materials, after‑action reports and improvement plans, and maintain the action tracking and records needed to demonstrate readiness, due diligence and regulatory preparedness
- Support emergency management interfaces with contractors, regulators, local authorities, emergency services, marine stakeholders, Indigenous groups and mutual aid partners, as required
- Support HSS management system elements that relate directly to emergency management, incident response, training, assurance and corrective action tracking
- Support incident response processes and ensure emergency management lessons, gaps and corrective actions are captured, assigned, tracked and carried forward
- Prepare briefing materials, readiness updates, reports and presentations for HSS leadership
- Other duties as required
- Minimum 8 to 10 years of relevant experience in emergency management, emergency preparedness, industrial emergency response, public safety, operations, major projects or a related discipline
- Demonstrated experience developing, implementing or managing emergency management programs in a complex operating environment
- Experience planning, facilitating and evaluating emergency drills, tabletop exercises, functional exercises or multi‑party response exercises
