This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major duties include, but are not limited to:
- Using guidance, direction, and direct use of policies and guidelines, performs technical level purchasing adhering to the FAR, VAAR, VHA, and Prosthetics Directives and Handbooks, VISN policy, and station memorandums to acquire Veteran specific medical equipment, supplies, and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
- Obtains all necessary procurement information to successfully submit acquisition plans and procurement packages for stock and Veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to the Electronic Contract Management System.
- Independently performs the process of vetting and following VHA prosthetics guidelines to complete purchases for items that aren't available through established vendor networks.
- Provides patient care and support services to an adult population and serves as the point of contact for external customer service inventory needs and support.
- Reviews discrepancies or loopholes in lengthy specifications or statements of work that are very detailed or otherwise difficult to understand.
- Rental support requires necessary care coordination follow up initiation from PSAS to the requestor for additional days of rental and/or discontinue services from the VA to the vendor.
- Utilizes PSAS reporting tools to monitor and track PSAS open purchase card orders and ensure timely service is provided to Veterans.
- Under close direction and supervision, the incumbent has the authority to obligate the Government to take action on procurement up to the single micro purchase threshold for the open market and under established contracts for all types of goods and services.
- Researches the use of different solicitation methods, ordering or reporting procedures in both the purchase card menu and the prosthetics program for both complex and simplified purchases.
- Performs purchasing methods which may include Veteran specific purchases in the Prosthetics Application Suite.
- Acts on emergent situations with a knowledge of up to date practices, procedures, and products and justifies actions to include sole source justification.
- Documents services required per the contractual agreement and monitors, tracks, and trends contractor performance.
- Manages data collection used in preparing and submitting reports.
- Conducts thorough market research by obtaining competitive bids and requests for quotations to determine fair and reasonable pricing.
- Performs other related duties as assigned.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
