Job Functions:
Provide leadership and management to assigned projects safely, profitably, and on schedule. Manage work consistent with standards of quality and integrity. Participate in marketing, estimating, bidding, and contract negotiation phases. Serve as champion for preconstruction and construction. This position supports the Water division working on water/wastewater facilities and requires travel within the NW Region (OR, WA, NV).
This position includes two steps:
Step I for projects up to $20 million with 3–5 years of experience, and Step II for $20–$50 million projects with 5–10 years of experience.
- Overall responsibility for project success: profitability, safety, schedule, quality, and customer satisfaction; make personnel decisions.
- Establish project charter and comprehensive plan (scope, procurement, environmental, time, finance, quality, safety, risk). Demonstrate understanding of change management.
- Participate in business development: client contacts, relationships, proposals, presentations, and negotiations.
- Administer prime contract terms, contract documents, and subcontract agreements; oversee budgeting and cost control.
- Prepare and review estimates focusing on cost control, equipment, constructability, materials, manpower, schedule, and insurance.
- Champion transition from estimating to field, including contract, schedule, budget, and purchase order reviews.
- Coordinate with the Project Superintendent to ensure successful, profitable execution; monitor manpower, equipment, and material resources.
- Develop CPM schedule and coordinate with the Project Engineer; produce detailed schedules and manage delayed or changed events. Use Lean process for scheduling.
- Prepare monthly progress reports with accurate cost projections.
- Review, negotiate, and execute change orders and budget adjustments.
- Manage billing to ensure timely submission of payment applications and collection of payments from the owner. Follow prompt pay laws.
- Prepare purchase orders and subcontracts, ensuring insurance certificates, bonds, and lien waivers.
- Complete close‑out, punch lists, and warranty callbacks.
- Prevent and resolve claims, quantifying and mitigating impacts promptly.
Job Requirements
- Four‑year construction‑related degree or equivalent technical training/experience.
- Experience in preconstruction and managing construction projects.
- Thorough knowledge of contract documents, materials, equipment utilization, scheduling systems, productivity analysis, construction operations, and cash flow procedures.
- Proficiency in Microsoft Office Suite.
- Several years of experience on water/wastewater projects.
