Regulatory Compliance Specialist, Procurement / Purchasing, Construction Manager/ Foreman
Lead full life-cycle delivery of federal and military construction projects from award through closeout on some of the country's most mission-critical installations.
What You Will DoAs Construction Project Manager, reporting to the Director of Operations and Construction, you'll own project execution end to end: scope, schedule, budget, safety coordination, quality, change orders, subcontractors, and customer communication. You'll maintain project controls - cost-loaded schedule, risk register, submittal log, RFI log, procurement log, change order log, meeting minutes, and forecast updates - and lead subcontractor coordination, field planning, look-ahead schedules, and owner meetings.
You'll manage federal documentation requirements, site access, security coordination, QA/QC, and safety submittals, identify schedule and cost risks early with corrective actions, and coordinate across engineering, estimating, procurement, finance, and executive leadership to protect margin and customer confidence. You'll also support monthly WIP forecasting with cost-to-complete, revenue recognition support, and change order assumptions.
- 10+ years of construction project management experience on federal/military work (USACE, NAVFAC, AFCEC, DOD, VA, GSA, or similar) - no formal degree requirement is stated in the source JD; confirm whether one applies before posting
- Demonstrated ability to manage subcontractors, schedules, budgets, change orders, owner communication, and documentation
- Experience on active federal installations or mission-critical facilities, preferably military construction
- Strong understanding of construction contracts, submittals, RFIs, procurement, safety, QA/QC, and closeout
- Proficiency with Primavera P6, RMS, and Real Property transfer processes
- Federal security/badging, Davis-Bacon, certified payroll, or site-specific access experience
- PMP, CCM, OSHA 30, NAVFAC Redzone, or USACE/NAVFAC CQM certification
- Experience with solar, microgrid, BESS, generator, MV electrical, controls, CHP, or utility coordination
- Proficiency with Procore, MS Project, Excel, Teams/SharePoint, and project reporting
