Position: Civil Eng Tech 3 - – Transmission Lines - Transmission Line, Fiber, and Wireless Engineering Technician

Civil Engineering Technician 3 – Transmission Lines

This contract assignment will provide experienced, technical, organizational and design support to the Transmission Project Engineering Group. Work associated with this assignment will be directly related to scope and design projects for transmission lines, fiber-optic cable, and wireless installations. Work also includes providing support for the system of naming and design documents and records associated with those facilities.

Position Responsibilities

Design, Drafting, and CAD Engineering:

  • Execute complex designs and drafting
  • Perform design, drafting, and revision work for complex capital transmission projects and fiber-optic systems (including but not limited to structure lists, phasing diagrams, one-line diagrams, site data sheets, site specific drawings, fiber-optic cable splice diagrams) using Micro Station CAD, adapting standard designs or producing custom layouts as needed.
  • Compile Final Design Packages
  • Perform design work for complex capital projects based on analysis of engineering and design requirements, project parameters, and technical information.
  • Complete and produce comprehensive final design packages including detailed design drawings and supporting docs for corporate manager approval.

Quality Assurance, Standards, and Compliance

  • Support Compliance Reviews
  • Review material, equipment, and customer-submitted drawings (from internal engineering, A&E contractors, and utility customers) to ensure alignment with corporate and industry technical specifications, submitting compliance findings to a federal employee for final determination and approval.
  • Administer Naming Policies
  • As a team member of the Naming Committee, assist in the drafting of official design and line naming memos for transmission facilities.
  • Verify compliance with the Transmission Facilities Naming Policy.
  • Maintain contracted design submittals, support the development of submittal processes, and draft approved line-naming memos to ensure strict compliance with official Facilities Naming Policies.
  • Maintain and Propose Drafting Standards
  • Create proposals for, modify, and maintain departmental drafting standards while providing specialized technical expertise to support division-wide drafting standardization efforts subject to final federal approval.

Document Control and Database Management

  • Process and Stage Engineering Records
  • Receive, process, and attribute incoming transmission and fiber optic design files (phasing diagrams, one-lines, structure lists, site data sheets, fiber installation sheets, meter mark light path data, and other project engineering specific drawings).
  • Maintain electronic and paper repositories (such as Project Wise and SharePoint) to store, track, and index diagrams to facilitate federal archiving.
  • Digitize and Archive Legacy Systems
  • Convert legacy paper design drawings into digital formats using Micro Station CAD, gather, tabulate, and archive legacy system data into Project Wise for federal verification and permanent archiving.

Project Coordination, Support, and Training

  • Coordinate Post-Construction
  • Process as-built data to post-construction drawing revisions, submitting them for federal review and approval before finalization.
  • Close out associated Project Wise folders under federal oversight.
  • Deliver Training & Technical Support
  • Provide day-to-day technical support to design staff, contractors, and technicians.
  • Assist in facilitating design activities.
  • Create and deliver training materials (including presentations, reports, Power Points and manuals) to teach new hires and field personnel how to navigate systems and retrieve design data from Project Wise, ensuring all training materials are reviewed and approved by a federal employee prior to delivery.
Education & Experience
  • A degree in engineering, mathematics, computer science, or a closely related field is preferred.
  • With a Bachelor's degree in an applicable field, 6 years of experience is required.
  • With an Associate's degree in an applicable field, 8 years of experience is required.
  • Without an applicable degree, 10 years of experience is required.
