Electrical Engineer 3 - Facilities Work Group

This contract Electrical Engineer 3 assignment will support the Facilities Engineering (TENF) Group in the Transmission Services (T) business line at *** (BPA). This engineer will conduct system analysis, design, reviews, and check electrical designs done by internal engineers or external Architecture & Engineering (AEs) design firms for electrical systems at BPA substations and telecommunications sites. The assignment will coordinate and facilitate all building electrical;

lighting, circuits, panels, wiring, HVAC, fire alarm systems, security systems, communication systems, emergency power systems, engine generators and electrical gates.

The Facilities Engineering (TENF) design organization is responsible for the engineering and design of BPA electric and non-electric building facilities including substations, telecommunication facilities, engine generator buildings, control centers, and other miscellaneous support buildings. The design teams are responsible for the review and submittal of design packages to support building facility projects, assisting Contracting Officer's Representative (COR) and BPA Subject Matter Experts in the development of Statements of Work (SOWs), and documentation for the procurement of design and construction.

The design team participates in the scoping, design, AE design review, and construction review of projects along with supporting the modifications to agency standards, processes, and procedures.

Serve as point of contact and subject matter resource and provide electrical engineering expertise and support for BPA's buildings and building systems. BPA building facilities include substation control houses, telecommunication buildings, and other Transmission system supporting facilities, such as Operation and Maintenance buildings etc. Work includes site assessments, scoping (planning), design, and design submittal reviews. In addition, assist organizational Contracting Officer's Representative (COR) with Requests for Information (RFIs), construction field inspection (review commissioning, startup, redlines) and project closeout.

Perform electrical engineering and design for building and building electrical system(s). Building electrical system(s) includes industrial type electrical power distribution system ranging from 50V – 480V. Distribution system typically comprises of distribution transformers, panel boards, lighting systems, underground and overhead conduit, and cabling system. Review and check electrical design drawings and specifications developed by outside Architect Engineering (AE) contractors for new and existing building facilities' electrical systems.

Provide electrical engineering expertise to design and review AE submittals for building alarm systems, engine generators, HVAC systems, and gas detectors, etc. Provide technical reviews, consultations, overview, and verification of building electrical systems for building projects with the intent of meeting industry codes and standards along with BPA's internal standards. Conduct station service load flow, arc flash study, and short circuit analyses for 50V – 480V distribution systems.

Review plans, specifications, and analyses (technical calculations), developed by others, for design accuracy and technical adequacy, and make recommendations to BPA for selection / implementation. Facilitate and promote the development of state-of-the-art applications and appropriate advancement of technology for low voltage (50V – 480V) electrical systems within BPA's building facilities, substations, telecom, and other building facilities. Identify and analyze problems associated with complex applications of low voltage electrical system for equipment typically located within a substation and telecommunication buildings, ensuring BPA Standards and Code compliance.

Coordinate with various design teams on low voltage power distribution and power feeds connecting to high voltage substation equipment.
