Job Description

TITLE: CHIEF FINANCIAL OFFICER

LOCATION: Administrative Service Center

REPORTS TO: Superintendent

DEPARTMENT: Fiscal Services

Hours / Work Times: Generally 8.0 Hours Per Day (7:30 a.m.

- 4:30 p.m.)

Days per Year: 260 (July - June)*

* 256 days for 2026/2027 School Year due to four furlough days

Position Duration: Permanent

Classification Group: Management/Confidential (non-rep)

Compensation: $242,798 to $255,952 per year.

Summary Statement

Under the direction of the Superintendent, the Chief Financial Officer leads the district’s business and financial operations, managing budget development, financial planning, and fiscal integrity across Fiscal Services, Accounting & Purchasing, Capital/Facilities, and Building Rentals.

Essential Functions
  • Plan, develop, monitor, publicize and evaluate the district’s budget throughout the year, including budget transfers and extensions.
  • Coordinate and oversee preparation of the district’s budget and related state reporting requirements (F203, F195, F-196).
  • Perform fiscal research and analysis; assist school and department managers.
  • Consult and advise administrators on budget development and monitoring.
  • Supervise Fiscal Services, Accounting/ Purchasing, Capital/Facilities, and Building Rentals.
  • Analyze cash flow; arrange short‑term financing as needed.
  • Act as district certifying officer for the Board of Directors.
  • Compile information for levies, bond sales and other financing.
  • Develop procedures and guidelines for fiscal processes; serve on committees affecting other departments.
  • Maintain knowledge of district financial software and accounting systems.
  • Interpret federal, state and local laws and regulations affecting finance.
  • Serve as audit liaison with State Auditor’s office and external auditors.
  • Participate as a member of the bargaining team and leadership teams.
  • Research and analyze legislative updates in Washington State Legislature.
  • Present budget and financial information to external groups.
  • Collaborate with district staff to plan, address issues and solve problems.
  • Direct or perform internal audits as necessary.
  • Handle confidential matters ethically.
  • Oversee procurement requirements, including RFPs and bids in accordance with guidelines.
Other Responsibilities
  • Participate actively in the district’s management, Business and Support Services Division, confidential team, and Budget Department team.
  • Work closely with Chief Operations Officer.
  • Perform additional duties as assigned by the Superintendent.
Minimum Qualifications
  • Bachelor’s degree in accounting, public administration, business administration, or related field; MBA or Finance/Accounting preferred.
  • Experience in a supervisory position in a public school financial or business office.
  • Demonstrated communication skills in person, telephone, email, and writing.
  • Knowledge of basic accounting and auditing principles.
  • Knowledge of state and federal statutory requirements for school finance and budgeting.
  • Working knowledge of Microsoft business applications, Google Suite, and word‑processing software.
  • Problem‑solving skills.
  • Effective management of people and programs.
  • Technical knowledge application to complex issues.
  • Ability to develop and implement accounting methods and procedures.
  • Ability to prepare and submit written and oral reports on fiscal conditions of the district.
  • Ability to construct, implement and monitor timelines and meet deadlines.
  • Ability to perform tasks accurately, quickly, and with minimal supervision.
  • Ability to work well with others in a supervisory role.
  • Ability to establish and maintain positive relationships as part of a team.
  • Customer‑service orientation.
Preferred Qualifications
  • Five years of supervisory experience in district accounting.
  • Knowledge of the Washington School Information Processing Cooperative (WSIPC) fiscal system.
