SUMMARY STATEMENT

Under the general direction of the Superintendent, the Chief Financial Officer is responsible for the administration of the overall business and financial operations of the district. The CFO plays a critical role in budget development, financial planning, and analyzing District program expenditures to ensure fiscal and budget integrity. The CFO manages Fiscal Services, Accounting and Purchasing, Capital/Facilities, and Building Rentals.

ESSENTIAL FUNCTIONS
  • Plans, develops, monitors, publicizes and evaluates the District's budget throughout the year, including processing budget transfers and budget extensions.
  • Coordinates the development and oversees the preparation of the district’s budget and related state reporting requirements (F203, F195 and F-196 Reports).
  • Perform fiscal research and analysis, and assist school and department managers in these areas.
  • Consult/advise the District administrators on department and school budget development and monitoring.
  • Provide oversight and supervision to the following Evergreen departments:
    Fiscal Services, Accounting/Purchasing, Capital/Facilities, and Building Rentals.
  • Perform cash flow analyses on District funds, and arrange for short-term financing, if necessary.
  • Perform function of District certifying officer for the Board of Directors.
  • Compile information and documents for levies, bond sales and other financing arrangements.
  • Develop procedures and guidelines for processes within the responsibility of the Fiscal Department and sit on committees developing procedures in other departments.
  • Maintain a general knowledge of the District's financial software.
  • Maintain a working knowledge of the accounting system as prescribed in the Accounting Manual for Public School Districts in the State of Washington, as well as District policies and procedures.
  • Interprets federal, state, and local laws and regulations effecting the financial status and procedures of the district.
  • Serve as the district’s audit liaison with the State Auditor’s office and other outside external audit organization.
  • Participate as a member of the District Bargaining team.
  • Serves on the District Leadership team and Superintendent Advisory Team.
  • Research and analyze legislative updates in the Washington State Legislature.
  • Present budget and financial information as necessary with external groups.
  • Collaborates effectively with others throughout the district to plan, address issues, and solve problems.
  • Directs or performs internal audits as necessary.
  • Handles confidential matters in an ethical manner.
  • Oversees and directs procurement requirements including RFP’s for services, bids in accordance with state and federal guidelines.
OTHER RESPONSIBILITIES
  • Actively participate as a member of the District's management team, Business and Support Services Division management team and confidential team, and the Budget Department team.
  • Work closely with Chief Operations Officer.
  • Perform other related duties as assigned by the Superintendent.
MINIMUM QUALIFICATIONS
  • Bachelor's Degree with emphasis in accounting, public administration, business administration, or a related field. Master of Business Administration or Finance/Accounting preferred.
  • Experience in a supervisory position of a public school financial/business office preferred.
  • School district budget/accounting/reporting experience required.
  • Demonstrated ability to communicate effectively in person, by telephone, via E-mail, and in writing.
  • Must possess excellent knowledge of current basic accounting and auditing principles.
  • Must possess excellent knowledge of state and federal statutory requirements relating to school financial and budgeting.
