About the Division:

The Criminal Records Division (CRD) is comprised of four sections:
Collision Records, ACCESS, Identification and Background Check Section, and Criminal History Records Section. The Criminal Records Division manages the collection and dissemination of criminal justice information and provides complete, accurate, and accessible criminal history in the interest of public safety.

About the Position:

The A Central Computerized Enforcement Service System (ACCESS) Section provides Federal Bureau of Investigation (FBI) required user, Originating Agency Identifier (ORI) and device management, training, and performance auditing for all terminal agencies and users (criminal justice agencies, non-criminal justice agencies, and users that use the ACCESS system) within Washington state. Staff members act as subject matter experts for the Section providing education, audits, guidance and interpretation based on the federal standards.

They manage and validate certified users and agency ORI and devices ensuring appropriate usage and security for the terminal agencies and devices.

This position supports the mission by managing the program standards of system security, personnel security, training certifications, performance auditing, and providing subject matter experts for our criminal justice and non-criminal justice users. It supports positive solutions for terminal agency compliance to the applicable federal standards. This position interacts with state, city, county, federal, and tribal criminal justice and non-criminal justice agencies, and provides the tools for user agencies to meet the requirements of their agreement with the WSP to use the ACCESS terminals and for NJCA access to CHRI.

This position provides the audit, training, and user management to effectively use the terminals and NCJA agencies in compliance with the FBI standards.

Please Note:

Up to 50% travel may be required and is typically local or regional (in-state) to conduct audits.

Duties

Our new teammate will be able to:

  • Conduct on-site and telephonic audits based on State and Federal Bureau of Investigation (FBI) standards of criminal and non-criminal justice agencies to ensure state and federal compliance to standards.
  • Audit against FBI/State standards related to the use of criminal history dissemination, submission of fingerprints to the state and FBI, chain of custody of records, written procedures, and state agreements.
  • Prepare, conduct, report to agency executive management, and follow up on ACCESS business, non-criminal justice, and N-DEx audits.
  • Follow a set schedule to ensure all criminal and non-criminal justice agencies are audited once every three years.
  • Review criminal history logs and reports to terminal agencies their compliance issues and ratio prior to their business audits.
  • Ensure all user training records are properly recorded and maintained within the nexTEST application.
  • Add, disable, and update users within the Omnixx Console database as needed.
  • Provide TACs with user

    ID and passwords as they add new users.
  • Set system permissions within the Omnixx Console database for each user.
