STG Pacific LLC, a subsidiary of Calista Brice, is seeking a Quality Control Systems Manager (QCSM) for the Joint Base Lewis-McChord (JBLM) project. The position offers a regular pay range of $140,000 to $185,000.
Responsibilities- Lead and administer the comprehensive Three‑Phase Quality Control Systems for federal DoD construction projects, including bid‑build and design‑bid‑build contracts.
- Develop, implement, and enforce the project Quality Control Plan in compliance with USACE and NAVFAC standards.
- Manage all quality documentation and reporting requirements; provide proactive on‑site quality oversight.
- Prepare daily Contractor Production Reports, QC reports, and submittal logs.
- Ensure safety inspections are conducted and maintain updated as‑built drawings, testing plans, and logs.
- Certify invoices and submit keys, operation and maintenance manuals, warranty certificates, and as‑built drawings to the owner.
- Work with Project Manager, Engineer, and Superintendent to develop and administer the quality control plan.
- Enforce project quality control plans and associated standards; maintain presence on site throughout the work.
- Lead and document weekly QC meetings with USACE, Project Manager, and Superintendent; provide written minutes.
- Document and maintain records of preparatory, initial, and follow‑up phase meetings and inspections for each DFOW.
- Write daily QC reports that address non‑conformances and promote timely resolution.
- Schedule, review, certify, and manage all submittals for client approval.
- Track RFI’s and DCVRs for submission to the client and designer.
- Conduct preconstruction meetings with subcontractors and Superintendent at the start of each phase.
- Perform required inspections, maintain logs of code and independent inspections, and correct non‑conformances before completion.
- Conduct periodic follow‑up inspections and perform Punch‑out, Pre‑final, and Final inspections.
- Compile and forward project closeout documents to the Project Manager.
- Address safety, quality, or progress issues promptly; stop work if necessary.
- Support supervisory duties by overseeing QC staff, including employees and consultants.
- Bachelor’s degree in Engineering, Architecture, or Construction Management (or equivalent experience plus an IBC certification).
- 3–5 years of experience as a QCSM or equivalent QC leadership role on USACE or NAVFAC projects.
- 10+ years of total construction experience with federal projects.
- Current CQM certification at hire or obtained within 30 days; certification must be maintained throughout the project.
- Valid state driver’s license plus ability to operate a motor vehicle per company policy.
- Ability to work on secure military facilities.
- Proficiency with USACE Resident Management System (RMS) 3.0 (or current version); experience entering daily QC reports, submittals, and deficiency tracking.
- Strong written and verbal communication skills; ability to produce routine reports and correspondence.
- Detail‑oriented, organized, and proactive follow‑up skills.
- Comfortable in a flexible, fast‑paced environment with frequent changes and occasional overtime.
- Drug, driving, and background screenings required.
- Previous experience with USACE or NAVFAC projects.
- Familiarity with EM 385‑1‑1 and hands‑on safety compliance.
- Registered Professional Engineer.
- Experience working in a Native Corporation multi‑business environment.
