Position Overview
South‑West Washington Employment & Benefits Specialist (EBS)
Location:
Vancouver, WA (CAP Vancouver office)
Job Type: Full‑Time (32 hours per week; Monday‑Thursday 9:00am‑3:00pm; occasional evenings & weekends)
Start Pay: $29.18 per hour (with increases up to $33.99);
Union represented.
- Collaborate with Medical Case Managers, CAP’s Housing, and other service providers to develop individual client goal plans and support clients in carrying out those plans.
- Assist in planning, coordinating, implementing, delivering, and evaluating CAP’s benefits and employment program to ensure quality delivery.
- Establish and maintain professional relationships with community workforce development and area service providers to create new employment resources and partnerships.
- Help develop culturally appropriate programs and recruit clients for those services.
- Assist clients with identifying and navigating community resources that promote employment readiness and success (in group & one‑on‑one settings).
- Present to clients, staff, external partners, and employers on issues affecting PLWHA and people at high risk of HIV returning to work.
- Travel throughout the Clark, Skamania, Cowlitz, Wahkiakum, and Multnomah County service area for meetings and client visits; requires state‑issued driver’s license and reliable vehicle.
- Provide proof of vaccination status at hiring (unless medically or religiously exempt).
- Bachelor’s degree in human/social services (social work, public or community health, psychology) or related field OR two years’ experience relevant to the position.
- Prior experience providing case management or similar services.
- Demonstrated computer proficiency with Microsoft Office (Word, Excel, Outlook) and online resources.
- Excellent written and oral communication skills.
- Ability to work effectively in a team‑based environment.
- Strong understanding of issues relevant to gay/bi/trans men, people living with HIV and AIDS, communities of color, and the LGBTQ+ community and their impact on service delivery.
