Position Overview

Under general supervision, the accountant learns routine tasks (Accountant I), performs full range accounting duties independently (Accountant II), or provides advanced functions, supervision, and complex analysis (Senior Accountant). Responsibilities include compliance review, budgeting, grant accounting, cost accounting, and financial reporting across assigned fiscal program areas.

Responsibilities
  • Review and analyze accounting records and fiscal activities to ensure accuracy and compliance with accounting, program, and legal requirements; identify issues, trends and patterns; write narrative reports and submit to management.
  • Provide detailed cost accounting information, including labor cost allocations, for budgeting and cost control; assist managers with budget preparation and monitoring; analyze and explain variances and prepare corrective action plans.
  • Maintain general and subsidiary ledgers, reconcile accounts, gather, compile and prepare financial and statistical reports to county, state and federal agencies.
  • Provide accounting support to automated financial management systems; review vouchers, purchase orders and invoices to ensure proper cost centers and classification.
  • Gather, compile and analyze data for rate development; prepare cost allocation schedules; recommend labor and service fee rates based on cost analysis.
  • Compile, analyze and review information for the Annual Comprehensive Financial Report; prepare schedules for fixed assets; handle depreciation forecast.
  • Prepare and review fixed asset reconciliations; ensure general ledger is reconciled to fixed asset module; prepare ACFR Management Discussion and Analysis disclosures.
  • Review Board Letters; ensure accurate disclosure of fiscal impact; conduct financial reviews of vendors, lessees and service providers.
  • Prepare and submit revenue and fund estimates, allocation schedules, monthly and quarterly status reports, and consolidated financial reports to state agencies.
  • Compile financial statements and utilization statistics for health services product lines; prepare complex financial statements for outside governing agencies.
  • Analyze incurred but not reported medical claims; reconcile bond claims; calculate realignment distributions.
  • Prepare grant billings and reports in accordance with grant contract provisions; assist in planning and directing staff; provide training and employee development; perform quality control on staff work.
  • Monitor and plan cash availability; prepare cash loans, repayments, interfund loans, interest charges, cash flow projections; report cash balances and major receipts and disbursements.
  • Advise management on departmental budgets, revenue and debt service proposals, and accounting implications of departmental activities; monitor appropriations and adjust as necessary.
  • Coordinate, review and compile consolidated state and federal financial statements and reports for the Board of Supervisors and State Controller.
  • Administer fiscal management systems, conduct system studies, write reports, and implement recommendations.
  • Serve as lead fiscal grant administrator for multi‑agency grants or capital projects; review and track costs; prepare consolidated claims and allocate funds.

Education and Experience

Accountant I:
Minimum of a bachelor’s degree with at least 18 semester units of accounting coursework, including two semesters of intermediate accounting. No professional accounting or auditing experience required.

Accountant II:
Same educational requirement plus three years of progressively responsible professional accounting experience, or two years as an Accountant I in the County. Professional‑level experience may be substituted for up to two years of undergraduate education.
