CEDC implements a team management approach to its work with particular coordination between its activities within its Property Management, Real Estate Development and Resident and Community Services Divisions.
The PositionThe Accounting Manager is responsible for overseeing accounting operations related to affordable housing development projects, construction activities, and nonprofit corporate accounting functions. This position ensures accurate financial reporting, compliance with GAAP, lender and grant requirements, construction draw administration, and effective internal controls. The Accounting Manager serves as a key partner to the CFO and supports both development and corporate financial operations.
MAJORDUTIES & RESPONSIBILITIES
- Supervise and review the work of Development and Corporate Staff Accountants, providing guidance, training, and performance oversight.
- Oversee full‑cycle accounting for affordable housing development projects and corporate operations.
- Maintain job cost accounting records, project budgets, and funding source tracking for all development projects.
- Oversee construction accounting activities, including accounts payable, accounts receivable, bank draws, and draw request processing.
- Review accounts payable, accounts receivable, and journal entries for corporate and nonprofit accounting activities.
- Manage monthly, quarterly, and annual close processes, including journal entries, account reconciliations, and financial reporting.
- Oversee general ledger maintenance, chart of accounts administration, and preparation of financial statements.
- Perform account analyses, budget‑to‑actual reporting, and financial variance analyses on a monthly and quarterly basis for development and corporate divisions.
- Ensure compliance with GAAP, organizational policies, lender requirements, and regulatory funding guidelines.
- Oversee accounting for grants, loans, and restricted funds, including compliance and reporting requirements for government agencies, lenders, and funding partners.
- Maintain CEDC financial records and all grant, loan, and funding agreement documentation.
- Coordinate and support annual audits, tax preparation, Form 1099 reporting, and compliance reviews.
- Assist with cash management, forecasting, payroll, accounts payable, accounts receivable, and treasury functions as needed.
- Maintain financial systems, internal controls, and accounting policies, while supporting process improvements and operational efficiencies.
- Attend required training sessions, workshops, and professional development opportunities.
- Provide cross‑coverage for the other Accounting Manager position as needed, including assuming key responsibilities during absences, vacations, leave periods, or other business needs to ensure continuity of accounting operations.
- Perform other duties and special projects as assigned by the CFO.
Bachelor’s Degree with a concentration in Accounting, Finance, or Business.
REQUIRED KNOWLEDGE,SKILLS AND ABILITIES
- Five or more years of progressive accounting experience.
- Understanding of real estate accounting principles and financial reporting procedures with ability to analyze variances.
- Familiarity with nonprofit, multi‑funded organizations.
- Familiarity with government grants.
- Construction accounting experience.
- Strong professional communication skills, both verbally and in writing.
- Ability to create and maintain positive relationships with staff and external stakeholders at all levels.
- Must possess a valid California driver’s license, proof of auto insurance and access to a dependable form of transportation.
- Sensitive to the needs and concerns of low‑income people and possess a commitment to affordable housing.
- Familiarity with nonprofit, multi‑funded organizations.
- Familiarity with government grants regulations.
- Knowledge of low‑income funding compliance conditions.
- Experience with Yardi software.
- Sensitive to the needs and concerns of low‑income people and possess a commitment to affordable housing.
A valid California driver’s License and proof of automobile liability insurance.
