This position has immediate charge of a small community library or mobile library. Incumbents are responsible for the supervision of other library paraprofessional and clerical staff. Incumbents must exercise a specialized working knowledge of library functions, services, terminology, paraprofessional library procedures, Auditor-Controller Internal Control procedures, and the Library’s Integrated Library System, and have the ability to instruct, coordinate, schedule, supervise, and evaluate the performance of lower-level support staff.

Incumbents are responsible for handling outgoing and incoming telephone calls, routing them to the proper department or individual, in an appropriate manner, based upon call type and content. As essential functions of this position, incumbents are required to bend, stoop, squat, twist, reach, work on irregular surfaces, lift objects of moderate weight, and stand or walk for long periods of time.

Characteristics

Supervising Library Technician has in-charge responsibility for a very small community library or Mobile Library Program and reports to a City Librarian or above. It is distinguished from the Library Technician III by the scope and magnitude of responsibility associated with full-scope supervision of lower-level support staff.

EDUCATIONAL/BILINGUAL INCENTIVE

Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Supervising Library Technician is represented by the Service Employees International Union (SEIU) and is eligible for overtime compensation.

Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

Duties may include but are not limited to the following:

  • Oversees the operations of a very small community library or mobile library program including the supervision of assigned library personnel. Interprets library policy and procedures to the public and to staff.
  • Drives any current and future mobile library vehicles assigned to the mobile library program.
  • Analyzes customers’ needs in order to provide responsive library services; answers reference questions and assists patrons with registration, the use of library resources, and locating materials.
  • Assists with coordination and implementation of library programs and activities; prepares and makes presentations about library programs, services and resources to groups of all ages, including youth/high school students.
  • Interviews, selects, trains, evaluates, and schedules subordinate staff.
  • Maintains library records and prepares reports on circulation, book stock, and other activities.
  • Utilizes electronic resources for cataloging; selects books and items to be added or deleted within the collection.
  • Arranges for the upkeep of the library facility in a safe, clean, and orderly condition.
  • Oversees the proper handling of fines and fees, banking, reconciliation, and safeguarding processes according to required internal control procedures for cash handling.
  • Performs other related duties as assigned.

EDUCATION, TRAINING AND EXPERIENCE

Any combination of education or experience which demonstrates possession of the requisite knowledge, skills, and abilities (KSAs). Possession of the required KSAs may typically be demonstrated by:

  • Five (5) years of experience performing paraprofessional library duties to assist professional librarians, two (2) years of which must have involved lead or supervisory responsibility over lower-level library employees.
