Senior Project Manager

Scion Staffing has been engaged to conduct a search for a Senior Project Manager, Real Estate Development for a mission-driven affordable housing development organization. This is a hybrid role based in Ventura, California
.

The Senior Project Manager leads complex affordable housing developments from acquisition through construction, lease‑up, and stabilization. This role is responsible for structuring layered financing, managing consultant and contractor teams, and ensuring projects are delivered on schedule and within budget. The position also serves as a mentor and strategic resource within the development department, helping strengthen internal processes and long‑term project planning.

• Lead multiple affordable housing developments through site control, entitlements, financing, construction, and project close‑out
• Structure complex capital stacks, oversee financial modeling, and manage competitive public and private funding applications
• Direct consultants, architects, engineers, and contractors to maintain quality, budget, and schedule performance
• Represent projects in agency meetings, public hearings, community engagement efforts, and high‑level negotiations
• Oversee construction administration, risk management, value engineering, and change order review
• Guide lease‑up, permanent financing conversion, regulatory milestones, and transition to stabilized operations while mentoring junior staff

• Extensive experience managing affordable housing or multifamily real estate development projects through all phases
• Deep knowledge of LIHTC, public funding programs, and layered financing structures
• Advanced financial modeling and development budgeting skills
• Strong leadership and communication skills with the ability to work effectively with public agencies, lenders, and community stakeholders
• Highly organized, strategic thinker with the ability to manage multiple complex projects simultaneously
