Laboratory Health and Safety Lead

ICF is seeking a Laboratory Health and Safety Lead to support an EPA contract, Environmental Services Assistance Team (ESAT) in Corvallis, OR. The role supports soil, water, air, waste, and biota sampling and analysis for chemical contaminants, primarily for Superfund site assessment, remediation, and emergency response, as well as compliance support under the Safe Drinking Water Act and Clean Water Act.

Additional team functions include field sampling, biological support, sample receipt and tracking, equipment maintenance, chemical/supply inventory, environmental compliance, warehouse support, and analytical subcontracting.

The Laboratory Health and Safety Lead is responsible for developing, implementing, and managing comprehensive environmental health and safety (EHS) programs to ensure compliance with federal, state, and local regulations. This role safeguards personnel, protects the environment, supports EPA operations, and ensures uninterrupted government laboratory functions.

Key Responsibilities Safety Management
  • Develop, administer, and maintain EHS programs, policies, SOPs, and chemical hygiene plans.
  • Perform laboratory inspections and develop formal responses and corrective action plans.
Regulatory Compliance
  • Ensure compliance with OSHA, EPA, DOT, and facility permits.
  • Maintain documentation for audits and inspections.
  • Provide expert guidance on OSHA, RCRA, and state (Oregon and California) hazardous materials and workplace safety regulations.
  • Contribute to updates of shared Region 9/ORD chemical hygiene plans.
Risk Assessment and Incident Investigation
  • Conduct safety audits and inspections to identify chemical, physical, biological, ergonomic, and fire hazards.
  • Develop and review Job Hazard Analyses (JHAs).
  • Investigate incidents, accidents, and near-misses, determining root causes and corrective actions.
  • Conduct qualitative and quantitative exposure assessments (chemical, noise, ventilation, ergonomics, etc.).
Industrial Hygiene Programs
  • Develop and implement industrial hygiene programs.
  • Design and execute exposure monitoring plans (air sampling, noise surveys).
  • Deliver technical reports with recommended control measures.
Hazardous Materials and Waste Management
  • Support safe procurement, handling, storage, and disposal of hazardous, universal, and biological waste.
  • Coordinate with disposal contractors and maintain regulatory documentation.
  • Provide guidance on waste stream optimization.
Emergency Response
  • Coordinate emergency response activities with facility personnel and building occupants.
  • Support drills, spill response planning, and communication protocols.
Systems Development (LIMS/IQMS)
  • Assist in designing and implementing Laboratory Information Management Systems (LIMS) as it relates to excess sample disposal.
  • Support Integrated Quality Management Systems (IQMS) for safety workflows and training.
Process Improvement
  • Identify and drive improvements related to JHAs, facilities planning, environmental compliance, and workflow efficiency.
Training
  • Develop and deliver training on laboratory safety, industrial hygiene, chemical safety, PPE, and emergency procedures.
Client Relationship Management
  • Serve as point of contact for EPA clients on safety, industrial hygiene, and environmental management issues.
  • Maintain strong working relationships with multi-site teams.
Minimum Qualifications
  • Bachelor’s degree in physical sciences (chemistry, physics, biology, microbiology, etc.), industrial hygiene, environmental management, safety management, toxicology, or related field.
  • 6+ years combined experience in laboratory safety, industrial hygiene, RCRA/OSHA/state regulatory implementation, and analytical chemistry (up to 3 years lab experience will be included in the required 6 years).
  • Knowledge of OSHA, EPA, RCRA, DOT regulations.
  • Experience in laboratory operations, hazardous waste management, and exposure monitoring.
  • Data management and report preparation experience.
  • U.S. citizenship required.
  • Ability to pass an EPA background check.
Preferred Qualifications
  • OSHA 40-hour HAZWOPER.
  • RCRA training.
  • Professional certifications (CSP, CHMM, CIH, CHO).
  • Experience with LIMS/IQMS development.
