The City of Vergennes is seeking a highly organized, detail-oriented, and public-service-minded City Clerk/Treasurer to lead the City’s combined Clerk and Treasurer functions.

This is a key administrative and financial position responsible for official City records, elections, land records, public meeting support, tax and sewer billing, payroll, accounts payable, accounts receivable, banking, grants, general ledger work, investments, audit support, and related municipal finance and administrative functions.

The ideal candidate will bring strong municipal, financial, records management, supervisory, and customer service skills, along with the ability to manage complex deadlines, maintain accurate records, and support transparent and responsive local government.

Key Responsibilities

The City Clerk/Treasurer is responsible for the accurate and timely administration of the City’s clerk, treasurer, finance, and public records functions.

Duties include:

  • Serve as a member of the City’s leadership team.
  • Manage official City records, land records, vital records, licenses, permits, minutes, tax records, and election records.
  • Administer local elections, including ballots, warnings, absentee ballots, petitions, election day operations, and reporting of results.
  • Serve as Clerk of the Board of Civil Authority.
  • Work with the City Manager to prepare City Council agendas, packets, minutes, postings, and official records of Council action.
  • Provide professional customer service to residents, taxpayers, voters, businesses, attorneys, realtors, state agencies, vendors, employees, and members of the public.
  • Receive, record, and reconcile payments for property taxes, sewer bills, invoices, licenses, permits, parking tickets, program fees, and other City revenues.
  • Maintain land records, digital records, and related indexes, including use of Kofile or similar systems.
  • Oversee banking, cash receipts, deposits, ACH transactions, credit card receipts, and monthly bank reconciliations.
  • Calculate property tax rates, prepare tax bills, monitor homestead credits, process revised bills, apply interest and penalties, and issue delinquent notices.
  • Administer monthly and quarterly sewer billing, including overage charges, interest, penalties, and related agreements.
  • Oversee payroll, employee records, benefits administration, quarterly payroll reporting, VMERS reporting, and annual W-2 processing.
  • Oversee accounts payable, vendor records, invoice review, check warrants, 1099 processing, and related payments.
  • Prepare accounts receivable billings, including fire contracts and other City agreements.
  • Track grants, record grant revenues, submit reimbursement requests, and complete required grant reporting.
  • Maintain general ledger records, journal entries, fund reconciliations, year-end accruals, and audit schedules.
  • Track Revolving Loan Fund activity and attend related committee meetings as an ex-officio member.
  • Monitor and reconcile City investment accounts and complete Council-approved transactions.
  • Serve as the primary contact for annual audits, single audits, and other financial reviews.
  • Supervise assigned administrative and finance staff.
  • Recommend improvements to office systems, procedures, technology, records management, and service delivery.

The successful candidate should have strong knowledge of, or the ability to quickly learn:

  • Vermont municipal clerk and treasurer responsibilities.
  • Municipal records, elections, public meetings, and public access requirements.
  • Municipal finance, accounting, payroll, banking, billing, grants, investments, and audits.
  • Property tax and sewer billing administration.
  • NEMRC or similar municipal accounting software.
  • Kofile or similar digital land records systems.
