Municipal Project Manager for Community Wastewater Infrastructure Project

Municipal Project Manager — Waitsfield Municipal Wastewater Project

The Town of Waitsfield seeks a qualified individual or firm to serve as Municipal Project Manager (MPM) for its municipal wastewater project serving the Irasville and Waitsfield Village growth center. This is a part-time, contracted position paid on an hourly basis.

The project will retire approximately 111 aging private septic systems and includes a STEP-based collection system, pump stations, force and gravity mains, service connections, and a treatment and disposal facility at the Town-owned Munn Site. The work will be bid as two construction contracts. It is voter-approved and funded in part through the Clean Water State Revolving Fund, ARPA, USDA Rural Development, and a Northern Border Regional Commission grant.

The Town expects to bid the work in September 2026, with construction beginning in autumn 2026.

Working under the Town Administrator and alongside the Town’s Engineering Technical Team, the contractor, and Selectboard, the MPM will help guide the project through its remaining design, permitting, easement, funding, and construction phases.

Key responsibilities include:

  • General project management, scheduling, and budget tracking
  • Liaison with state and federal funding agencies and support of the project engineer
  • Public relations and communication with the community and property owners
  • Assist in securing connected-user and easement agreements
  • Support for the wastewater ordinance and rate schedule
  • Assistance with permitting, right-of-way, and contract documents
  • Construction oversight, contract administration, and funding compliance
  • Budget reporting and project recordkeeping

Qualifications: knowledge of wastewater system technology and regulations; experience with project management, budgeting, and data management; strong written and verbal communication; and the ability to work effectively with municipal staff, citizens, and consultants. Both individuals and firms are encouraged to apply.

Compensation: hourly, at a rate proposed by the applicant.
