Annual salary:
- Emergency Communications Specialist I – Grade 9:
Projected annual pay $60,584 (hourly rate $25.89, schedule 2,184 hours, including schedule-based overtime). Candidates must be cleared in two discipline categories (call taker, police, or fire/EMS). - Emergency Communications Specialist II – Grade 10:
Projected annual pay $64,209 (hourly rate $27.44, schedule 2,184 hours, including schedule-based overtime). Candidates must be cleared in two discipline categories.
$10,000 sign-on bonus available for Certified Emergency Communications Specialist II

Division of Emergency Services, Director of Emergency Communications; reports to Division Director; FLSA status:
Non-Exempt.
Receives and processes overflow 911 calls, transfers calls to appropriate dispatcher, updates incidents using the Computer-Aided Dispatch (CAD) system when additional information is received.
Essential Tasks- Receives all 911 calls for Washington County, including the City of Hagerstown.
- Refers non-emergency requests to the correct telephone number.
- Receives and processes reports of fire, medical, and police emergencies using CAD to provide rapid delivery of services.
- Provides emergency medical, fire, and police pre-arrival and/or post-dispatch instructions over the telephone.
- Records a daily log of 911 calls and maintains records of activity through CAD.
- Operates various communications equipment and software, including computer telephony integration, criminal information databases, protocol and mapping software, and Telecommunications Device for the Deaf (TDD).
- Operates an IP-based radio system using appropriate toning procedures and radio frequencies.
- Assists with compilation of various reports and statistical data as required.
- Performs related work as required.
- Standard computer keyboard proficiency to adjust to CAD system.
- Ability to remain calm in an extremely stressful environment.
- Ability to communicate effectively with co-workers, the public, and media representatives.
- Ability to work both independently and as part of a team.
- Ability to read maps accurately and give directions.
- Basic computer and data processing skills.
- High School Diploma or equivalent.
- Must maintain Emergency Medical, Fire & Police Dispatch certifications offered by the International Academy of Emergency Dispatch.
- Criminal records check and detailed background investigation required.
- Must be cleared in one discipline category (call taker, police, fire/EMS).
Must have sensory skills to communicate and interact with employees and the public. Ability to see (no color blindness), read, talk, hear, and handle objects and controls. Physical capability to use office equipment such as computer, calculator, copier, fax machine, and perform standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, pushing, and pulling. Routine hearing tests will be required.
