Reporting to the Manager, Utilities. This position performs skilled pipe fitting, pipe laying, and a broad scope of maintenance and troubleshooting activities related to the construction and repair of water, sanitary, and storm infrastructure within the City of Vernon and any contractual obligations or arrangements, including drainage control and operation of valves.
Responsibilities- Perform skilled pipe laying tasks relating to the maintenance, new construction and repair of water, sanitary and storm mains and lateral services and related structures.
- Ensure infrastructure installed meets manufacturer’s specifications and City of Vernon construction specifications.
- Accurately read and interpret blue‑prints, sketched plans, construction drawings, survey details and digital maps.
- Obtain third‑party utility locates, coordinate excavation, manually and physically locate utilities on‑site, and provide solutions for field utility conflicts.
- Conduct daily site‑specific activities including drainage control, excavation coordination, site rehabilitation, pipe laying, and installation of apparatuses such as hydrants, tees, bends, crosses, valves and services.
- Direct operators, servicemen and labourers throughout the project, including exposure of existing utilities, excavation, subgrade preparation, construction, back filling, final grading and landscaping through completion.
- Perform pressure tests, chlorinate and flush new sections of water mains in accordance with established procedures.
- Secure construction sites with traffic detours or flagging personnel to ensure worker safety.
- Ensure excavations are properly sloped, shored, or have a certificate from a qualified engineer before trench entry.
- Follow established procedures prior to entering confined spaces.
- Perform ‘return to service’ activities, including flushing water mains after outages, operating valves, disinfection and pressure testing of water mains before returning service to clients.
- Use a variety of small equipment such as jack hammers, chainsaws, air compressors, compactors, tamping machines, portable pumps, pipe cutters, tapping machines, air exhausters, tape and rods, generators and vibrating rollers as required.
- Maintain and stock required tools, materials and equipment in service trucks.
- Provide as‑built records with relevant utility information (type of pipe, depth and location) using service cards, sketches, as‑built construction plans and related documents for inclusion in the City’s GIS mapping database.
- Occasionally be required to provide relief duties in the absence of the Supervisor.
- Assist in training and development of servicemen and labourers.
- Operate fleet vehicles and equipment in compliance with provincial regulations and municipal bylaws, including daily vehicle and equipment checks documented for Fleet Operations.
- Respond to after‑hour calls and perform shift work; take corrective action as required.
- Perform other related duties as assigned.
- All persons employed by the City of Vernon will be required to assist the City in providing emergency services; duties assigned during emergencies may differ from regular duties.
Education and Experience
- EOCP Certification at the following levels:
- Water Distribution Level II and Wastewater Collection Level I,
- OR Water Distribution Level I and Wastewater Collection Level II
- Minimum 4 years recent experience in deep utility construction that includes pipe laying/pipe fitting of water, sanitary and storm infrastructure in a municipal environment.
- Valid BC Driver’s License, Class 5.
- WHMIS Training.
- First Aid Level 1.
- Transportation of Dangerous Goods.
- Confined Space Training.
- A combination of related education and experience may be considered.
Skills and Abilities
- Current member in good standing with regard to EOCP and CEU requirements.
- Excellent oral and written communication skills, diplomacy, courtesy, tact and respect when dealing with employees, contractors and the public.
