Thrive IRC is seeking a detail-oriented Human Resources & Payroll Generalist to manage the day-to-day HR operations in its Vero Beach, Florida location. This role ensures accurate, confidential administration of core HR processes—from employee records and payroll inputs to onboarding, benefits support, training records, and compliance—while collaborating with leadership, payroll and benefits partners, and external advisors.

Responsibilities
  • Establish and manage secure electronic and physical personnel files in line with policy and retention requirements.
  • Keep HR and payroll systems current with accurate employee demographics, job details, compensation, credentials, benefits, leave, and status data.
  • Process onboarding, transfers, compensation changes, status updates, leaves, and separations with proper documentation.
  • Track licenses, certifications, background checks, training, acknowledgments, evaluations, and other employment records.
  • Prepare routine workforce reports, rosters, turnover and vacancy data, training metrics, and audit results.
  • Review time entries, leave usage, corrections, and approvals before payroll deadlines.
  • Enter or transmit approved payroll data, deductions, reimbursements, benefit changes, and personnel actions to the payroll system or provider.
  • Coordinate payroll processing, verify payroll registers, identify discrepancies, and route final approvals to authorized leadership.
  • Respond to routine payroll questions and escalate unresolved or sensitive issues as needed.
  • Maintain payroll records and support time and attendance-related reviews for grants and program compliance.
  • Post approved vacancies, maintain applicant records, coordinate interviews, and communicate with candidates.
  • Complete reference checks, coordinate background screening, and manage pre-employment requirements.
  • Prepare offer letters and onboarding materials using approved templates and compensation details.
  • Coordinate new-hire orientation, policy acknowledgments, system access, required training, and introductory schedules.
  • Track recruiting metrics and ensure consistent handling of applicants and hiring documentation.
  • Administer routine benefits enrollments, changes, terminations, eligibility tracking, and employee communications with vendors and leadership.
  • Maintain leave records and coordinate PTO, emergent leave, FMLA, military leave, workers’ compensation, and accommodation documentation per established procedures.
  • Serve as a first point of contact for routine HR questions and guide employees to appropriate policies, forms, vendors, or leadership.
  • Maintain confidentiality and avoid providing legal, medical, or tax advice beyond authorized resources and procedures.
  • Keep employment posters, forms, notices, policy acknowledgments, and compliance calendars current.
  • Conduct periodic audits of personnel files, I-9s, timekeeping, credentials, and training; report deficiencies to the PI Team.
  • Support policy implementation and maintain current templates, checklists, and standard workflows.
  • Assist with unemployment claims, workers’ compensation records, audits, investigations, and legal requests by gathering records.
  • Monitor deadlines and flag potential compliance risks, missing documentation, or inconsistent practices promptly.
  • Track introductory-period reviews, annual evaluations, corrective-action documentation, required training, and professional-development records.
  • Provide supervisors with approved forms, timelines, and administrative guidance for routine performance processes.
  • Coordinate training logistics, attendance records, certificates, and learning-management documentation.
  • Support employee surveys, recognition activities, wellness initiatives, and staff communications as assigned.
  • Assist with special projects, audits, reporting, and organizational events as assigned.
  • Perform other duties reasonably related to the position and organizational needs.
Requirements
  • An associate degree in human resources, business administration, accounting, or related field with at least three years of relevant experience; a bachelor's degree may substitute part of the experience.
