Salary: $61,494 – $76,868 (+/- Depending on Experience)

Victoria County is seeking an experienced and dedicated Elections Administrator to lead and manage all aspects of the county’s election operations and voter registration processes. This role ensures the lawful, secure, and efficient administration of federal, state, and local elections in accordance with the Texas Election Code and guidance from the Texas Secretary of State.
This is a highly responsible leadership role requiring exceptional organization, impartiality, and a commitment to election integrity and public service.
Key Responsibilities- Plan, organize, and oversee all election activities, including ballot preparation, equipment programming/testing, early voting, and Election Day operations.
- Recruit, train, and supervise Election Judges, Clerks, and Elections Office staff.
- Maintain voter registration records and produce required lists and reports for entities, candidates, and the public.
- Ensure compliance with local, state, and federal election and voter registration laws.
- Manage and test ballot tabulation equipment, voting systems, and election software/hardware.
- Direct office and field operations related to voter registration, early voting, ballot-by-mail, logistics, mapping, polling locations, and election services.
- Oversee election-related financial processes, including Chapter 19 Funds, invoicing for contracted elections, and accounts payable.
- Administer Open Records requests and maintain secure custody of records, voting equipment, and election materials.
- Provide guidance to elected officials, candidates, political parties, election workers, media, and the public regarding election procedures.
- Develop written office policies and procedures as needed.
- High School Diploma or GED.
- Must be a qualified voter of the State of Texas (Texas Election Code §31.034).
- Ability to post a bond as required by Commissioners Court.
- Valid Texas Driver’s License (must be maintained).
- Must not be a candidate for public office or hold a political party office/position (Texas Election Code §30.035).
- Thorough working knowledge of federal, state, and local election laws, including the Texas Election Code.
- Certified Elections/Registration Administrator (CERA) designation.
- Requires long and irregular hours during election periods, including weekends, holidays, and evenings.
- No vacation permitted during election seasons; extended early voting may require Saturday/Sunday work.
- Must be able to manage high-stress, fast-paced election environments.
- Some physical activity required—including walking, standing, reaching, bending, lifting up to 50 lbs, and working in varying weather conditions.
- Work is primarily indoors with standard office noise levels.
