GENERAL DESCRIPTION:

Perform highly complex (senior-level) program management specialist work as the Border Liaison Officer (BLO) in the Joint Operations Intelligence Center (JOIC) and their designated border region. In this role, the BLO oversee assigned DPS Contractors from the Texas State Guard involved in Operation Drawbridge and Operation Border Star, and foster connectivity among local, state, and federal partners. BLOs advance the objectives of the Department of Public Safety’s border security plan.

Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Applicants must fully complete the summary of experience to determine if minimum qualifications are met.

1. Facilitate the reporting process and information exchange of border-security specific items of interest among key stakeholders.

2. Manage (tactical and administrative) all Texas State Guard personnel contracted to DPS and assigned to the BLO area of responsibility. Must allocate resources and personnel to complete mission objectives and approve leave/pass of contract employees.

3. Liaise in the field and remotely with numerous trusted partner agencies and elected officials on issues relating to complex border security problems.

4. Manage multimillion-dollar grant relationships with agencies on behalf of the Office of the Governor (OOG). This role requires maintaining close relationships with elected officials, their representatives, and the employees of OOG's Grants Division, as well as reviewing proposals.

5. Maintain accountability for high-value inventory, which includes fleet vehicles and technology, across the entire area of responsibility. Responsible for allocating specialized resources to address unique mission requirements.

6. Assist the local government in preparing and maintaining local and inter-jurisdictional border security contingency plans and annexes and participate in developing sector plans relating to border and homeland security and specialized law enforcement response plans.

7. Coordinate the Unified Command member agencies and potential member agencies to facilitate and increase law enforcement agency cooperation, information sharing, and best practices to increase successful interdiction and organized crime disruption efforts.

8. Verify and update information on critical infrastructure and potential targets of terrorist activity within area of responsibility by forwarding information compiled by federal, state, and local agencies on such matters; identify potential sites for emergency facilities.

9. Receive and forward law enforcement information and intelligence and homeland security information, and educational materials to local officials as a representative of the DPS Homeland Security Division Special Operations Group.

10. Participate as a critical team member in coordinating initial emergency response activities of state agencies responding to border security emergency situations and disasters.

11. Analyze and identify trends, gaps, vulnerabilities, and best practices within the assigned area of responsibility, and recommend appropriate actions to the Unified Command in pursuit of strategic, operational, and tactical objectives.

12. Coordinate duties within an Incident Command System structure and function as an instrumental advisor to law enforcement Incident Commanders, Task Force Commanders, and other positions as assigned as related to border security.

13. Provide training/overview of JOIC processes and information flow to Operations Section personnel. Provide guidance for the daily activities of Operations personnel. Maintain knowledge of the Common Intelligence Picture and Common Operations Picture (CIP/COP).

14. Identify agencies out of compliance with grant standards and then deal directly with elected officials in resolving those matters.

15. Mentor, educate, and aid in the criminal investigation of human smuggling cases along the border.
