This position is a department head and is appointed by the City Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Responsible for planning, organizing, directing, and controlling the City financial operations, administration of the daily business for Administration and supervision of employees. Directly oversees general accounting, accounts payable, cash management, customer services, investments as directed by finance committee, and accounts receivable. Builds a team-oriented relationship with other City department supervisors and the City Manager. Duties also include reviewing and updating City financial policies, multi-year revenue and expenditure forecasting, assists in preparation of the annual budget, fixed assets, coordinates the sale of general obligation and revenue bonds, management of banking services contracts, grants, and staff training and development.

Performs other duties as required.

QUALIFICATION REQUIREMENTS:

PREFERRED EDUCATION AND/OR

EXPERIENCE:

Bachelor’s degree from a four (4) year college or university with major course work in accounting preferred; current Certified Public Accountant license preferred. A minimum of five(5) year’s experience in public sector finance administration is preferred, of which three (3) years is at a management level. Two (2) years of supervisory experience is preferred.

KNOWLEDGE:

Extensive knowledge of the principles and practices of public finance; knowledge of generally accepted accounting principles as applied to the public sector; knowledge of the public sector budget process; knowledge of multi-year financial forecasting techniques, knowledge of annual financial reporting procedures; and knowledge of finance related software needed.

SKILLS/ABILITIES:

Ability to direct the work of professional, technical and administrative personnel; ability to work closely with other City officials and the public; good oral and written communication skills; a demonstrated ability to prepare a Comprehensive annual operating budget.

While performing the duties of this job, the employee is regularly required to sit, use computer, printer, typewriter, and computer, adding machine, fax machine, copier, and telephone. Employee must be able to read mail, computer screen, files, and paperwork. Employee must be able to communicate with citizens, staff, and Council over the telephone and in person and be able to transcribe recorded notes.

The employee is occasionally required to climb or balance and must move boxes of files or stubs. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

Computer, printer, receipt printer, typewriter, adding machine, fax machine, copier, telephone, postage machine, paper cutter, electric/manual hole-punch, electric stapler, shredder, Word and spreadsheet applications, and internal accounting software.

OTHER REQUIREMENTS:

Valid Texas Driver’s license with acceptable driving record and reliable transportation.
