Overview: IBTCI is seeking a senior specialist in cost-benefit analysis, cost-effectiveness analysis, financial analysis, and audit-related review for a proposed Livelihoods Framework and Evaluations assignment. The specialist will recommend and develop a practical cost-effectiveness toolset and guide for a project portfolio. The specialist will lead non-audit-level verification of expenditures and assets for 13 implementing-organization projects.

Essential Duties/Tasks and Responsibilities:

  • Develop and document a standardized cost-effectiveness toolset and user guide that can be applied consistently across diverse livelihood project types and cost-data environments.
  • Lead high-level financial-document review, including budget-to-actual and actual-to-reported reconciliation, invoice tie-out, expenditure date and nature testing, redistribution testing, competitive-bid or price-reasonableness testing, and asset verification where relevant.
  • Review signed cooperation agreements, disbursement records, project budgets, transaction-level ledgers, invoices, procurement files, and supporting documents made available by implementing organizations.
  • Identify and promptly communicate credible indications of intentional misuse, unsupported costs, material noncompliance, procurement concerns, or diversion.
  • Contribute to evaluation plans, financial and cost-effectiveness sections of scorecards and reports, technical annexes, recommendations, and stakeholder briefings.
  • Protect confidential financial and partner-performance information and comply with data-protection, conflict-of-interest, and evaluator-independence requirements.

Minimum Qualifications:

  • At least 10 years of professional experience in cost-effectiveness or cost-benefit analysis, financial analysis, audit, forensic review, procurement review, value-for-money analysis, or related work.
  • Demonstrated experience analyzing donor-funded or humanitarian/development project budgets, expenditures, procurement records, invoices, assets, and financial controls.
  • Experience designing practical cost-effectiveness or value-for-money frameworks.
  • Experience working with international NGOs, UN agencies, local organizations, or comparable implementers with varied financial systems.
  • Advanced Excel skills and ability to develop transparent, auditable analytical tools and calculations.
  • Excellent written and oral communication skills in English.

Education: Master's degree or higher in economics, finance, accounting, business administration, public finance, procurement, or a related field; a relevant bachelor's degree with substantial additional experience will be considered.

Preferred Knowledge, Skills, and Abilities:

  • Professional certification.
  • Experience with livelihoods, agriculture, market systems, enterprise development, humanitarian programming, or economic resilience.
  • Experience performing cost-effectiveness, social-return, or value-for-money analysis across multiple countries or project types.
  • Experience with donation-based accounting and verification of co-financed or co-mingled donor funds.
  • Experience in one or more target countries or comparable fragile or conflict-affected environments.
