Overview
We are seeking a Senior Proposal Manager to join our team. Working at NT Concepts means operating at the forefront of National Security, where advanced capabilities in AI, autonomy, and mission systems are translated into real-world outcomes. This is not a traditional proposal coordination role. We are looking for a proposal leader who drives outcomes, brings structure to ambiguity, and turns complex technical capability into clear, compelling proposals.
You will work directly with business development, capture, and technical leadership to shape and deliver submissions that position NTC to win in high-priority mission areas across the Defense and Intelligence Community. If you have led winning proposals in fast-moving, R&D-driven environments and prefer building strong submissions over managing processes, this role is designed for you.
Mission Focus: Lead the development of proposals supporting adversarial AI, mission autonomy, and decision advantage, with a focus on SBIR, OTA, and advanced R&D programs across the Defense and Intelligence Community.
Location/Flexibility: Hybrid preferred (DC Metro Area). Remote flexibility supported outside of active proposal cycles; increased collaboration expected during live submissions.
Clearance: Active Secret clearance. Top Secret or above preferred.
Responsibilities- Lead end-to-end proposal development across RFIs, RFPs, SBIRs, OTAs, and IDIQ task orders
- Develop and manage proposal schedules, compliance matrices, and deliverable integration
- Drive storyboarding, win themes, and narrative consistency across all volumes
- Translate complex technical solutions into clear, compelling, and evaluable content
- Lead proposal reviews (Blue, Pink, Red, Gold) with focus on actionable improvement
- Partner with capture and business development to shape opportunities pre-RFP
- Coordinate across technical, pricing, contracts, and graphics teams
- Improve proposal processes, templates, and content reuse
- 8-12+ years of federal proposal management experience
- Demonstrated success leading winning proposals in Defense and/or Intelligence Community environments
- Experience with SBIR, OTA, and/or R&D-focused procurements
- Strong writing and editing skills with ability to improve technical narratives
- Experience managing multiple concurrent proposals in a deadline-driven environment
- Familiarity with FAR-based procurements and compliance requirements
- Experience supporting organizations such as DARPA, Defense Innovation Unit, or Chief Digital and Artificial Intelligence Office
- Background in AI/ML, autonomy, cyber, or ISR mission areas
- APMP certification (Practitioner or Professional)
- Experience in a small-to-mid size, high-growth Gov Con environment
- Familiarity with proposal tools (SharePoint, Gov Win, Salesforce, automation platforms)
- Prolonged periods sitting at a desk and working on a computer
- Must be able to lift up to 10–15 pounds at times
