Position Summary
We are seeking an experienced Project Manager / Service Delivery Manager to lead delivery of operational, engineering, security, governance, and customer support services for the IRS.
The successful candidate will serve as the primary interface between the Government and contractor teams, ensuring successful execution of platform operations, tenant onboarding, security compliance, cloud engineering, and data governance activities. The Project Manager will oversee service delivery, performance management, reporting, stakeholder communications, risk management, and contract execution in support of a FedRAMP High cloud environment built on AWS and Databricks.
This role requires a blend of federal program management, cloud technology leadership, service delivery oversight, and stakeholder engagement.

Key Responsibilities
Program Leadership

• Serve as the primary point of contact for Government leadership, Contracting Officer Representatives (CORs), and technical stakeholders.
• Manage project scope, schedule, risks, issues, and dependencies.
• Coordinate cross-functional teams including:
  • Data Engineering
  • Cloud Engineering
  • Cybersecurity
  • Platform Operations
  • Data Governance

Service Delivery Management

• Ensure compliance with all contractual Service Level Agreements (SLAs).
• Oversee tenant onboarding activities and service requests.
• Monitor operational performance and platform availability metrics.
• Lead incident communications and escalation management.
• Coordinate weekly operational reviews and status meetings.
• Manage customer satisfaction initiatives and stakeholder engagement.

Governance and Compliance

• Ensure adherence to:
  • IRS OneSDLC processes
  • FedRAMP High requirements
  • FISMA requirements
  • NIST 800-53 controls
  • IRS cybersecurity policies
• Coordinate audit support activities and compliance reporting.
• Oversee POA&M tracking and remediation efforts.
• Review security, architecture, and governance deliverables.

Planning and Reporting

• Develop and maintain:
  • Integrated Project Plans
  • Risk Registers
  • Action Item Trackers
  • Deliverable Schedules
• Prepare and deliver:
  • Weekly status reports
  • Monthly executive reports
  • KPI dashboards
  • Cost optimization reports
  • Quarterly performance reviews
• Track contract performance against Performance Requirements Summary (PRS) metrics.

Financial and Resource Management

• Manage staffing plans and resource allocation.
• Support budget forecasting and cost optimization initiatives.
• Monitor labor utilization and contract burn rates.
• Coordinate recruitment and onboarding activities.

Continuous Improvement

• Identify opportunities for operational efficiencies.
• Support process automation initiatives.
• Implement lessons learned and service improvement plans.
• Drive adoption of best practices across engineering and operations teams.

Required Qualifications

• Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or related field.
• Minimum 10 years of Project or Program Management experience.
• Minimum 5 years managing Federal Government IT programs.
• Experience leading cloud-based technology programs.
• Experience managing multi-disciplinary technical teams.
• Experience supporting enterprise data, analytics, or cloud modernization initiatives.
• Strong understanding of Agile and traditional project management methodologies.
• Experience managing operational support and managed services contracts.

Required Experience

• Federal civilian agency experience.
• Experience supporting cloud platforms hosted in AWS.
• Experience overseeing cybersecurity and compliance activities.
• Experience managing Service Level Agreements (SLAs) and operational metrics.
• Experience preparing executive-level reports and briefings.
• Experience managing risks, issues, and dependencies across large programs.

Preferred Experience

• IRS experience.
• Treasury Department experience.
• Databricks platform experience.
• FedRAMP High environment experience.
• Data governance and analytics program experience.
• Experience supporting 24x7 operations environments.
• Experience with ITIL-based service delivery models.
• Experience supporting OneSDLC or similar federal SDLC frameworks.
