Position: Laborer (Seasonal)

Summary

This position is located in Wolf Trap for the Performing Arts Park. The incumbent will load, unload, move, and stack material such as heavy boxes and heavy items by hand, hand trucks, or dollies. Workers open crates and boxes using crowbars and cut bands using shears, placing items where directed. The typical seasonal entry‑on‑duty period is April-December (April 2026), although the exact start date may vary due to weather, project needs, or funding.

Duties
  • Perform tasks that require very heavy physical effort and the use of common hand tools.
  • Execute manual tasks such as moving, loading, stacking, arranging, collecting, and cleaning.
  • Utilize safety practices and procedures while following established safety rules.
Requirements
  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Participation in the Direct Deposit Electronics Funds Transfer Program.
  • Wear a uniform and comply with National Park Service uniform standards.
  • May be required to work on‑call, evenings, weekends, holidays, overtime, and shift work.
  • Position has a mixed work schedule; hours may shift from part‑time to full‑time to on‑call.
  • Must be able to work outdoors in all types of weather (heat, cold, rain, night).
  • Applicants must be at least 18 years old, or at least 16 with high school completion or equivalent, or enrolled in secondary school with appropriate employment permissions.
Qualifications
  • Ability to perform Laborer duties (WG 3502‑02) with minimal supervision (Screen‑Out factor).
  • Work Practices: keep areas neat, clean, and in order.
  • Interpret instructions, specifications, and other non‑blueprint documents.
  • Use and maintain tools and equipment.
  • Dexterity and safety awareness.
Physical Demands

Exerts moderately heavy physical effort, occasionally lifting and carrying heavy objects up to 50 pounds, frequently lifting and carrying moderately heavy objects up to 40 pounds, and frequently pushing heavy objects such as furniture on dollies and various artwork, artifacts, etc.

Working Conditions

Outside work is performed under all weather conditions. Indoor work often occurs in office buildings or well‑lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt, and the possibility of bruises, muscle strains, cuts, and scrapes. Work requires the employee to follow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel‑toe shoes to avoid possible hazards in the work area.

The duties of this position are NOT suitable for telework.

Non‑Competitive Rehire Eligibility

Temporary seasonal employees can maintain their non‑competitive rehire eligibility if they work no more than a combined total of temporary NTE less than 1,040 hours anywhere in the National Park Service within their established service year. Non‑competitive rehire eligibility allows for re‑appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]).
