Actio Net is seeking an experienced and strategic Director / Sr.
Program Manager
in Vienna, VA. This position is responsible for delivering program and task support services, as well as training, and managing the implementation of program management processes and methodologies.
In this role, you will:
- Oversee US federal agency PMO framework, employing workflow processes and raising organizational awareness.
- Coordinate the program efforts internally, including leading growth activities with our back‑office team, and externally, including with the US federal agency and our subcontractors.
- Provide best‑practice mentorship, and lead development/maintenance of contract Program Management Plan and manage organization in alignment to Government and Corporate policies.
- Oversee contract Project / Task Managers activities supporting program/project operations.
- Evolve organization strategic business plans and lead project activities to achieve these plans, including program/project/task order responses to US federal agency requests.
- Establish and foster successful relationships with stakeholders and key resources across Actio Net and organizations.
- Alignment with Business Objectives:
Ensure operational program and project/task plans align with business objectives by setting goals that correspond with US federal agency goals and objectives. - Resource Management:
Manage resources to ensure contracts’ operational, financial, and technology‑related objectives are met or exceeded. - Capability Building:
Create challenging roles and assign stretch work responsibilities to enhance organizational capabilities and bridge credibility gaps. - Stakeholder Influence:
Influence Actio Net team, partners and organizational leadership through effective listening and communication to accomplish program/project goals. - Program / Project Management Standards:
Recommend, develop, implement, and ensure the consistent application of proposed program and project management methodologies, procedures, and standards and alignment with processes and guidelines. - Change Management:
Act as an agent of change by communicating program and project management policies and procedures at all organizational levels and educating stakeholders as necessary. - Integration of Standards:
Integrate architectural standards and PMI best practices into the US federal agency program and project management methodologies. - Portfolio Review Process:
Implement and execute an appropriate program/project portfolio review process, including in‑progress analysis and post‑mortem lessons learned. - Business Development:
Identify and pursue opportunities for business growth and expansion within the scope of the PMO. Develop and maintain relationships with existing and potential US federal agency customers, as well as Actio Net partners, to foster new business growth. - Strategic Growth:
Assist in developing strategies to expand Actio Net's footprint in the market, leveraging the PMO capabilities to support agency business development initiatives.
- 8+ years demonstrated experience in contract, program and project management, plus experience establishing and leading a PMO.
- Recent and relevant experience supporting US federal agencies.
- PMP or PgMP and strong knowledge of program and project management methodologies, including PMI best practices.
- BS Degree in Business, Information Technology or Computer Science fields. Masters or above is a plus.
- Exceptional leadership, mentoring and coaching skills.
- Excellent communication and relationship management abilities.
- Experience in resource management and strategic planning.
- Ability to act as an agent of growth within an organization.
- Public Trust or above clearance. Secret or above is a plus.
- Experience with agile software and systems engineering life cycles, infrastructure operations, as well as business process analysis and enablement through technology solutions. Implemented AI/ML solutions experience is a plus.
- Knowledge of enterprise environments, including telecommunications, networks and cloud computing.
- Knowledge of data protection operations and legislation.
- Ability to oversee multiple concurrent projects / tasks.
