Primary Purpose
Act as a subject matter expert and program owner of environmental management areas as assigned, including avian, wildlife, water, air, hazardous and non-hazardous waste, PCB management, USDOT, spill prevention, industrial services, recycling, and pollution prevention. Evaluate program performance and initiate continuous improvement. Provide support to Exelon management and field professionals in developing, planning, evaluating and implementing compliance and pollution prevention programs that reduce environmental liability and financial impact.
Manage, coordinate, direct and monitor contractor activities to ensure compliance with contract and regulatory requirements. Oversee support personnel, consultants, and vendors. Establish a consistent environmental services platform using established or innovative strategies, adhere to the Environmental Management System, and develop systems or processes as necessary. Position may require extended hours during storms or emergencies.
- Develop and direct environmental program and regulatory requirements for avian, wildlife, air, water, RCRA, UST, SPCC, EPCRA/SARA and ecological media compliance as assigned. Serve as subject matter expert, prepare written materials such as standards, employee reminders, alerts, permit guides and training materials, and advise staff on permitting, issue management, auditing and program development.
- Develop and implement procedures to meet compliance elements in all assigned programs, improve efficiencies, identify gaps, and implement cost‑effective solutions that reduce risk. Assist with complex environmental issues and prepare reports and metrics. Maintain relationships with regulatory agencies and stakeholders.
- Engage with Operations to provide consultation and technical support, including impact analysis and compliance strategy development that is cost‑efficient and potentially reduces obligations while improving competitive advantage.
- Provide written comments and public testimony on regulatory proposals. Direct environmental studies to satisfy permit and regulatory requirements. Analyze legislative developments for potential impact on operations.
- Establish processes and programs to monitor compliance performance, manage programs according to budget, and provide direction on technical regulatory requirements.
- Maintain the Environmental Management Information System for tracking metrics and warehousing regulatory requirements.
- Participate in industry and regulatory groups and technical committees (e.g., USWAG, UWAG, IREG, BNTS, IEMA, NERC, ANJR) to disseminate expertise and enhance personnel development.
- Respond to environmental incidents, inform applicable agencies, mobilize contractors, and oversee site remediation. Participate in root cause evaluations, develop solutions, and initiate preventive actions.
- Assist in directing and influencing environmental programs and initiatives for the utility organization. Plan and interact with internal departments (Operations, Support Services, Real Estate & Facilities, Contract & Project Management, Legal, Communications, External Affairs, Finance) and external stakeholders (regulatory agencies, community organizations). Provide direct supervisory oversight of subject matter consultants and contractors.
- Apply technical understanding of a broad range of environmental subjects and principles, make decisions in ambiguous settings, and negotiate with diverse internal and external personnel. Focus on cost avoidance and recovery, budget oversight, and maximizing efficiencies.
- Work independently with minimal supervision, leveraging education and experience to plan and accomplish assigned tasks and goals.
- Possess technical knowledge of electric and gas operations (if applicable) and remediation principles and technologies.
- BS in Physical Sciences, Geology, Chemistry, Biological Sciences, Engineering, or Environmental Sciences, with 4‑7 years of relevant environmental experience.
