Job SummaryServes as NEXCOM Services Specialist with enterprise responsibility for one or more Services businesses, i.e., optical, flower shop, video rental, laundry, dry cleaning, barbers, beauticians, tailoring, automotive, gas, and/or other services functions.
Duties and Responsibilities- Develops and assists in the implementation of policies, standard operating procedures, technical directives, and programs applicable to assigned direct and concessionaire-operated services activities.
- Collaborates with LP to write operational reviews (APIS), review situations that can be deemed high risk, and adjust policies to mitigate the risk.
- Prepares substantive briefings on current and/or proposed programs for All Hands meetings, EXCOM briefs, DVP conferences, etc.
- Creates and develops Business Plans for the areas of responsibility along with timelines on implementation of new programs.
- Utilizes software tools such as RMS, RDW, Harms, MEI, Essbase, Lawson, Ruby System, etc. to manage product assortment, pricing, inventories, and management reports.
- Responsible for ensuring the Navy Exchange is competitively priced and meets savings goals for the areas of responsibility. Coordinates price surveys with field Exchanges to validate pricing models.
- Review and brief senior leaders on the need for new software, issues with implementation, and status for completion.
- Negotiate cost prices, shipping, and ordering procedures for supplies with the vendor in all areas of responsibility to ensure the best possible deal for the Navy Exchange.
- Processes JV's, JEs, and other financial documents so that vendors can get properly paid, and the Navy Exchange may take advantage of special discounts from vendors.
- Reviews and analyzes operating data about assigned function(s) to measure financial viability, relative efficiency, and trends. Evaluates effectiveness and prepares analysis report for the same area of responsibility. Reviews financial plan and budget data, develops forecasts in operational areas, and recommends approval or revision.
- Provides data and makes recommendations to support the preparation of capital facilities and equipment budgets.
- Establishes and maintains constructive relationships with key government, military, civilian personnel and corporate representatives to gain concurrence of new concepts affecting trends of the assigned Services business(s).
- Studies market offerings and trends, develops appropriate sources of supply for products. Recommends quality, quantity, and pricing standards for services and merchandise, and ensures adherence to these standards.
- Identifies services, supplies and equipment for national or consolidated procurement. Identifies all technical aspects of equipment and supplies to ensure the stores receive the highest-quality products.
- Develops data/specifications and/or makes contact recommendations based on broad technical professional background and experience. Forwards request to the contracting division for appropriate action. Coordinates consolidated purchase requirements for submission to the contracts division to obtain better selection, expedient delivery, improved quality, and favorable costs.
- Assist in the design, development, and layout of equipment, fixture and presentation standards. Assist in development of major and minor project plans. Identify space, power, and equipment requirements for assigned service operational areas. Assist the project manager in developing store layout and design.
- Researches and reviews new equipment launched into the marketplace. Determines all IT regulations for implementation and the need for upgraded equipment.
- Assist field Exchanges in the preparation of contracts and initiate recommendations as appropriate for approval, disapproval, or revisions thereto. As required, furnishes technical guidance to procurement personnel in the development of solicitations and contracts for equipment sources and products used in the services operations.
- Develop from inception new services initiatives and administer all aspects of system-wide service programs and contracts.
- Test new equipment or products to determine their applicability within the Navy Exchange services departments. Collaborates with IT to determine technical restrictions and mandates.
- Develops and/or reviews technical information or other material concerning services operations for use by management in training associates. Also provides assistance with career management for functional jobs at both NEXCOM and field Exchanges.
- Conducts visits to field Exchanges to review the assigned service operations. Assesses the applicability and effectiveness of NEXCOM operating procedures and compliance. Makes recommendations during such visits to improve efficiency and operational results.
