Job Summary

Performs all cradle to grave procurement duties with assistance or guidance from higher level Contract Specialist as needed. Serves as Contracting Officer within prescribed limitations.

Duties and Responsibilities
  • Responsible for all cradle to grave procurement functions in accordance with policy and procedures for pre‑solicitation, solicitation, award, and post‑award actions to include but not limited to the following:
    Acquisition Planning, Source Selection, Contract Negotiations, Contract Administration, Performance Deficiencies, Changes, Terminations, Protests, Disputes, Claims, Simplified Acquisition, and Micro Purchase.
  • Responsible for understanding and following all procurement policy and standard operating procedures applicable for NEXCOM procurement. Keeps abreast of legal and regulatory changes.
  • May assist in the development, formulation, and implementation of procurement plans, policies, procedures, and standards applicable to worldwide procurement functions. May initiate actions to improve procurement processes and accomplish a more rapid, economical, effective procurement response.
  • Maintains required records of contracting activities and actions.
  • Presents NEXCOM’s position to the Contract Review Board and senior procurement personnel regarding recommendations for solicitations, awards, and terminations.
  • Prepares formal correspondence to contractors, industry associates, legal representatives, and other governmental agencies.
  • May assist internal customers with developing evaluation factors and criteria for best‑value procurements.
  • Oversees functions of best‑value technical evaluation committees.
  • Conducts customer training on various procurement subjects.
  • Participates in Command Inspections, audits, special studies, and projects to improve methods and techniques for more efficient, cost‑effective buying.
  • Performs other related duties as assigned.
  • May supervise subordinate associates (Japan Office Only).
  • Trains subordinate associates on department policies and processes (Japan Office Only).
  • The incumbent must file a Financial Disclosure Report OGE Form 450 as required.
Qualifications (Education & Experience)
  • A 4‑year bachelor’s degree in any field.
  • OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • AND one year of experience that provided an understanding of the basic principles and concepts of procurement, business, and/or contracting program requirements.
