Family Services Specialist III

The Virginia Beach Human Services Department is seeking candidates for the position of Family Services Specialist III (FSSIII) in the Permanency Programs Division serving as a Training & Development Coordinator
. The Training & Development Coordinator will conduct Foster Care case management duties when needed and share primary and secondary case assignments during new employee training. The Training & Development Coordinator will provide leadership and coaching for subordinate Family Services Specialist assigned to Permanency Programs.

Specific duties include, but are not limited to:

• Review cases with Family Services Specialists (FSS) and/or Human Services Supervisors to ensure that child’s safety, permanency, and wellbeing are being assessed and addressed on a timely and consistent basis.
• Participate in Family Assessment Planning Team (FAPT) process as a Department of Social Services (DSS) representative.
• Develop training curriculum and carry a caseload of complex permanency programs cases based on the needs of the agency.
• Train staff members in the full spectrum of child welfare and the following core competencies to include:
  Cultural Diversity, Family Centered Practice, Understanding Child Welfare Laws, Understanding Juvenile & Domestic Relations Court, Case Documentation, Separation and Loss, Risk Assessing, Safety Assessment, Suitability Assessing, Concurrent Planning, Genogram Formulation, Casework, Documentation, Family Centered Intervention/Family Preservation, Human/Child Development, Cultural Competence, Court & Legal Understanding, Permanency Planning, Teaming, Home Visitor Safety, and Self-Care.
• Orient new supervisory and non-supervisory staff members to the City of Virginia Beach and Virginia Beach Human Services Department. Training will consist of accompany trainees and current employees in the community as they complete tasks in permanency and safety programs.
• Collaborate with supervisory staff members who will develop training and orientation plans based on individual staff members training needs.
• Will work independently with staff members in need of performance improvement in case work activities.
• Ensure case documentation requirements and state/federal deadlines involving documentation are understood by the family services specialists. This position will also be responsible for ensuring FSS obtain knowledge and skills to competently perform job duties and assess risk to children and families. The FSS III must have an extensive knowledge of policy and laws related to permanency programs.

A $3,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original full-time employment or reemployment as defined in Human Resources Policy No. 5.0.

• $500 will be awarded in the first paycheck.
• $1000 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of "Meets Expectations".
• $1,500 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of "Meets Expectations".
