Job Description
We are seeking a Site Safety and Health Officer (SSHO) to join our federal team supporting the Fort Myer military base in Arlington, VA. The team is responsible for the various types of MEP equipment and systems across the base, which includes the Arlington National Cemetery.
Johnson Controls Federal Systems (JCFS) is a specialized team serving as a trusted partner to the federal government, modernizing U.S. military installations, Department of Defense and other federal agency facilities to be smarter, more resilient, efficient, sustainable, and secure.
Responsibilities- Apply JCFS Safety programs, US Army Corps of Engineers Safety & Health Requirements, and state and federal laws for the inspection of equipment and working conditions to prevent accidents, fires and related hazardous events.
- Lead all safety functions, including oversight of multiple assigned project levels and locations.
- Implement the Site/Task Specific Safety Program, including creation of each task order required Site Specific Accident Prevention Plans (APP) & Activity Hazard Analysis (AHA).
- Authorize the procurement of project safety supplies and equipment, and implement site safety training for JCFS direct employees and subcontractor safety training.
- Ensure internal employees and subcontractors understand and comply with all safety requirements; conduct reviews to confirm compliance.
- Serve as the designated on‑site competent person and SSHO, as defined by The Army Corps of Engineers EM 385‑1‑1.
- Act as the site subject‑matter expert for crane lifts, lock out/tag out, fall protection, trenching, scaffolding, and confined‑space work.
- Enforce safety directives per JCFS Safety Program, site‑specific APPs and EM 385‑1‑1.
- Conduct daily safety and health inspections; investigate mishaps; complete required reports; maintain OSHA form 300.
- Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution; ensure subcontractor compliance.
- Provide leadership and facilitate the Office Safety Committee at the local level.
- Partner with the site leadership team; develop professional working relationships with government and subcontractor safety organizations.
- Establish initiatives to enhance the JCFS safety program.
- Own and/or be accountable for Safety Execution within the assigned project location.
- Perform other related duties as required.
- 30‑hour OSHA Construction Safety Class within the past 5 years and demonstrated continuing Safety training thereafter (8 hours per year), or the ability to obtain OSHA 30‑hour certification within the first 30 days of employment.
- Construction safety experience.
- Experience with project safety documentation including Accident Prevention Plans (APPs), Activity Hazard Analysis (AHA), Job Hazard Analysis (JHA), and related documentation.
- Strong verbal and written communication skills.
- Strong computer literacy, including Microsoft Office suite (Word, Excel, PowerPoint).
- Ability to obtain and maintain required government security clearances and badges as required for the sites being supported (background, criminal history, employment, and credit check).
- Understanding of OSHA, USACE safety regulations (EM‑385‑1‑1), NAVFAC, ANSI, NFPA 70‑E, or other state and federal standards.
- Experience in safety program implementation and oversight, and/or facilities operations and maintenance.
- Competent person level trainer for Fall Protection, Electrical, Confined Space, Asbestos, etc.
- Commitment to safety principles and safe work practices; adherence to established standards and procedures.
- Ability to recognize hazards and identify controls to mitigate or eliminate those hazards.
- Bachelor’s degree in Occupational Safety & Health, Industrial Hygiene or related field; or equivalent experience.
- OSHA 500 or 510 – Trainer course for construction.
- EM‑385‑1‑1 40‑hour training course.
- NFPA 70‑E training or certification.
Pay range: $95,000 – $130,000 (negotiable based on experience).
Eligible for benefits on the first day of employment.
Vacation: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total).

Limited; only local travel.
