Job Description
This role oversees the modernization of medical spaces within Buildings 3841 and 3842 at Joint Base Little Creek - Fort Story in Virginia Beach. You will lead and coordinate all field activities, including construction, safety, and quality control, for a federal construction project valued at approximately $500,000. The scope of work includes building out new offices and waiting rooms, interior finishes, ceiling and carpet replacement, sprinkler relocation, and HVAC and electrical modifications, as well as other related construction activities.
Responsibilities
+ Lead on-site construction activities for the modernization of medical spaces, ensuring work is completed safely, on schedule, and in accordance with project specifications.
+ Serve simultaneously as Site Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (QCM), managing all aspects of field operations, safety compliance, and quality assurance.
+ Oversee the construction of new offices and waiting rooms, including layout, framing, finishes, and coordination with mechanical, electrical, and plumbing trades.
+ Manage interior improvements such as painting, ceiling replacement, carpet installation, and other architectural finishes to meet design and quality standards.
+ Coordinate and supervise sprinkler system relocation, HVAC modifications, and electrical upgrades, working closely with subcontractors and ensuring compliance with applicable codes and federal requirements.
+ Interpret and review construction drawings and specifications, identifying potential issues and implementing solutions to maintain project quality and progress.
+ Conduct regular site inspections to verify that work meets quality control standards, contract requirements, and applicable regulations.
+ Implement and enforce safety policies and procedures in accordance with EM 385-1-1, OSHA 30, and federal construction standards.
+ Prepare and maintain safety documentation, quality control reports, and daily logs to support project oversight and compliance.
+ Coordinate with stakeholders and project team members to communicate progress, address issues, and support successful project delivery.
+ Monitor work performed by subcontractors, ensuring adherence to safety, quality, and schedule requirements.
+ Support commissioning and close-out activities, ensuring all work is completed, inspected, and documented to meet federal and contractual standards.
Essential Skills
+ Minimum of 5 years of combined experience as Superintendent, Safety Officer, and Quality Control Manager (Super/SSHO/QCM) in federal construction environments.
+ 5-8 years of previous federal construction experience, with a strong understanding of federal project requirements and procedures.
+ Proven experience with construction inspection and oversight on active projects.
+ Ability to read, interpret, and work from construction drawings and specifications.
+ Hands-on experience in quality control for construction projects, including documentation and inspections.
+ Strong knowledge of OSHA standards and federal safety regulations applicable to construction sites.
+ QCM certification (QCM Cert) required.
+ EM 385-1-1 certification required.
+ OSHA 30 certification required.
+ Experience working on USACE (U.S. Army Corps of Engineers) or similar federal projects.
+ Demonstrated ability to manage site safety programs and enforce compliance on federal construction sites.

Experience with federal construction processes, documentation, and compliance requirements.
+ Experience in coordinating multidisciplinary trades, including mechanical, electrical, and fire protection.
+ Ability to work independently on site while effectively coordinating with project stakeholders.
+ U.S. citizenship required for access to and work on the military installation.
+
Experience with projects involving occupied or sensitive facilities, such as medical or military spaces, is a plus.
+ Strong organizational skills to manage multiple responsibilities as Superintendent, SSHO, and QCM on a single project.
Work Environment
Work is performed on site at Joint Base Little Creek - Fort Story in Virginia Beach. The role is field-based and involves daily presence at the project location, overseeing active construction activities in a federal military environment. You will work closely with subcontractors and project team members in and around medical spaces and administrative areas being modernized, including offices, waiting rooms, and building systems.
The environment includes typical construction site conditions, such as noise, dust, and ongoing trade work, and requires adherence to base access protocols and federal safety standards. Standard construction work hours apply, with potential for occasional extended hours to meet project milestones.
