About the Agency:
The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.
Purpose of Position:
Manage design, construction, and inspection activities, on all phases of projects, to ensure quality, safety, budget, schedule, and conformance to project plans and specifications. Obtain necessary project authorization and appropriation. Administer selection of firms responsible for design, testing, special inspections, commissioning, and other construction-related activities. Procure construction, professional services, and non-professional services contracts, to include goods, services, and equipment, in accordance with state and federal rules, regulations, policies, and internal procedures.

Prepare, manage, and administer contracts for projects. Prepare detailed design and construction cost estimates and project schedules. Coordinate regulatory and compliance reviews of projects, determine required actions to maintain regulatory compliance, and implement actions required for adherence. Manage multiple projects, maintain official project files, coordinate with Project Inspectors, administer change orders, and complete project closeout. Review, verify, and authorize contract invoices.

Continually update internal and external stakeholders regarding project status.
More About the Job:
The standard DMA project size ranges from 1,000,000 to 5,000,000, but varies based on agency need. This position will be responsible for traveling to site locations regularly. Overnight travel is occasional and required. The primary functions of this position are administrative, however, the incumbent of this position will be required to visit construction sites at least once per month per project.

The Project Manager typically is responsible for 5-10 projects at a time, but may vary. Telework for this position is limited to one day per week if the incumbent selects a standard five-day, 8 hour work schedule. A flex-9 schedule is available, and telework for a flex-9 schedule is limited to one day every other week. Telework eligibility is subject to change based on DHRM policy, the Agency Head, and the supervisor of the position.

This posting is hiring two (2) Project Managers.

Minimum Qualifications
  • Extensive commercial construction experience, including construction project management, construction project inspections, construction cost estimating, construction project scheduling, commercial project design
  • Experience with contract administration required
  • Knowledge of cost estimating, site planning, architectural design
  • Ability to read and interpret working drawings, specifications, product submittals, design calculations, and shop drawings
  • Knowledge and experience in construction materials, methods, standard practices and procedures
  • Ability to analyze complex technical data and formulate solutions
  • Knowledge of current and historic building codes and regulations
  • Ability to communicate effectively, both orally and in writing, with design professionals, contractors, fiscal technicians, project inspectors, peers and superiors
  • Valid Driver's License in order to operate state-owned vehicle in accordance with current policy. Frequent statewide travel, including overnight, is required

  • Knowledge and use of the Commonwealth of Virginia Construction and Professional Services Manual (CPSM)
  • Virginia Construction Contracting Officer (VCCO) certification preferred
