Vectrona is seeking Junior Instructional Systems Designers to support CENSECFOR’s Training Directorate (N7) in the development, revision, and sustainment of Navy training course documentation and instructional materials. Junior ISDs provide production-focused curriculum support across the instructional systems design lifecycle, working closely with senior instructional designers, Learning Standards Officers, Course Curriculum Model Managers, Instructional Systems Specialists, Training Specialists, SMEs, and Curriculum Development Teams.

This position directly supports CENSECFOR’s mission to maintain standards-compliant, consistent, and audit-ready training products across its security forces training enterprise. Junior ISDs help convert technical and operational content into usable training materials, support curriculum updates and change packages, and use structured workflows and AI-assisted tools to increase development speed and consistency while maintaining human review and standards compliance.

Day-to-Day Responsibilities
  • Develop and update training course documentation and products for new curriculum projects, revisions, and change functions
  • Support development of Training Project Plans (TPPs), Course Training Task Lists (CTTLs), Training Course Control Documents (TCCDs), lesson plans, student guides, instructional media, and testing materials
  • Develop NAVEDTRA-standard lesson plans, student guides, testing materials, slide decks, job aids, and instructional media products
  • Assist in creating measurable terminal and enabling learning objectives with conditions, standards, assessment methods, and performance criteria
  • Assist with Job Duty Task Analysis (JDTA), Front-End Analysis (FEA), Business Case Analysis (BCA), and Training Requirements Review support
  • Support development of traceability matrices linking JDTA data to learning objectives
  • Format, edit, organize, and maintain curriculum documentation for consistency, configuration control, and review readiness
  • Use Microsoft Teams, Word, PowerPoint, Excel, and SharePoint to support collaboration, document management, and curriculum production
  • Use AI-assisted tools to support instructional design, content development, data analysis, testing material development, and curriculum quality assurance under senior review
  • Work closely with assigned CCMMs in daily curriculum production and coordinate schedules and outputs to support Government workflow requirements
Preferred Education/Degree
  • Associate’s degree in Instructional Design, Curriculum and Instruction, Educational Technology, Education, Training Development, or related field preferred
  • High School Diploma or GED acceptable with at least five years of relevant training development or education experience
  • Bachelor’s degree in Education, Instructional Design, Educational Technology, or related field preferred but not required
Preferred Knowledge,

Skills and Qualifications
  • Working knowledge of the NAVEDTRA instructional systems development process and Navy curriculum development environment preferred
  • Familiarity with curriculum lifecycle documentation including TPPs, TCCD/TCCD revisions, CTTLs, lesson plans, instructional media, assessments, and student guides
  • Understanding of instructional systems design principles, adult learning concepts, and performance-based training methodologies
  • Familiarity with Ready Relevant Learning (RRL), curriculum modernization initiatives, and blended learning concepts preferred
  • Ability to support curriculum development and revision efforts within structured Government review and approval workflows
  • Ability to interpret technical, operational, and procedural information and convert it into clear instructional content
  • Strong writing, editing, formatting, and document organization skills with attention to detail and standards compliance
  • Experience using Microsoft Office 365 applications including Word, Excel, PowerPoint, Teams, Outlook, and SharePoint in collaborative production environments
  • Familiarity with document configuration control, version management, workflow tracking, and collaborative review processes
  • Ability to support multiple concurrent curriculum efforts and adapt to changing priorities and deadlines
  • Ability to work effectively with Learning Standards Officers (LSOs), Curriculum Control Authorities (CCAs), Course Curriculum Model Managers (CCMMs), SMEs, instructors, and Government stakeholders
  • Familiarity with AIM II, CPM, Learning Management Systems (LMS), SharePoint workflows, or other Navy curriculum development tools preferred
