Position Summary
We are seeking an experienced Water Resources Project Manager to lead linear transportation-related drainage and stormwater projects. This role is responsible for full lifecycle project delivery, including scope development, scheduling, budgeting, technical oversight, quality control, and client relationship management. The ideal candidate brings strong transportation infrastructure experience, particularly with Virginia Department of Transportation (VDOT) and locally administered VDOT projects along with proven leadership and business development capabilities.
This is a hybrid position allowing up to two work‑from‑home days per week.
- Manage assigned projects in alignment with defined scope, schedule, and budget
- Develop risk‑conscious project scopes, schedules, and fee structures in coordination with internal disciplines and subconsultants
- Deliver multiple concurrent projects on time and within budget
- Prepare and review progress reports and invoices
- Oversee resource management, risk mitigation, and quality assurance
- Ensure compliance with internal quality control policies and procedures
- Develop project‑specific work plans and technical reports
- Prepare cost estimates and assemble milestone design deliverables
- Perform and/or oversee complex stormwater modeling (1D and/or 2D preferred)
- Respond to client and regulatory review comments
- Guide multidisciplinary technical teams to ensure high‑quality deliverables
- Support construction phase services as needed
- Serve as primary client liaison
- Build and maintain relationships with county and state‑level clients
- Support marketing efforts, including:
- Pre‑positioning meetings
- Proposal development
- Shortlist interviews
- Identify opportunities for repeat and expanded business
- Lead internal and external project teams
- Provide ongoing performance management, coaching, and mentorship
- Conduct one‑on‑one meetings and project debriefs
- Foster collaboration across disciplines
- Microsoft Office and Share Point
- Bentley products, including Micro Station and Project Wise
- DEQ Erosion & Sediment Control and/or Stormwater Plan Reviewer certification
- 1D and/or 2D PCSWMM modeling experience
- Experience with multiple delivery methods:
- Design‑Bid‑Build
- Design‑Build
- P3 (Public‑Private Partnership)
- Experience working with local county and state agencies
- Primarily office‑based (approximately 95%)
- Occasional field work in varying weather conditions
- Some lifting (up to 25 lbs) as needed
- Periodic travel required
- Strong background in drainage and stormwater systems for transportation corridors
- Deep understanding of VDOT standards and regulatory frameworks
- Proven project leadership and client relationship skills
