New Venture Research Corporation (NVRC) is a leading provider of innovative technology solutions supporting critical defense programs.
The C4I RDT&E Senior Program Manager is responsible for conducting research, developing, testing, and evaluating Command, Control, Communications, Computers, and Intelligence (C4I) systems. This role involves applying engineering and scientific principles to design, develop, integrate, and assess the performance and effectiveness of C4I technologies and systems in support of mission objectives. This includes the full lifecycle from initial concept through prototype development, testing, and transition to operational use.
Key Responsibilities- Stay abreast of emerging technologies and trends in C4I fields in order to conceive, design, and develop novel C4I concepts, architectures, and technologies to address current and future operational needs
- Work collaboratively with other engineers, scientists, and technical personnel in a multidisciplinary team environment
- Analyze user needs and operational requirements to define system requirements and specifications
- Prepare technical documentation, including system specifications, design documents, test plans, and user manuals
- Design, develop, and implement prototypes of C4I systems and components, using appropriate engineering tools and techniques
- Develop comprehensive test plans and procedures to evaluate the performance and effectiveness of C4I systems
- Conduct security vulnerability assessments and penetration testing to identify weaknesses in C4I systems
- Create and run mathematical models and simulations to evaluate system performance under various operational scenarios
- Present research findings, technical analyses, and project results to internal and external stakeholders
Minimum Qualifications
- Comprehensive understanding of C4I systems, architectures, and technologies (This includes command and control concepts, communications protocols, networking principles, data management, and information security)
- In-depth knowledge of various communications technologies, including radio frequency (RF) communications, satellite communications, networking protocols (TCP/IP, etc.), and wireless communication standards
- Solid understanding of networking concepts, including network security and network protocols as well as cybersecurity principles, including threat modeling, vulnerability analysis, security engineering, and risk management
- Familiarity with the Department of Defense (DoD) acquisition process, including requirements development, testing, and fielding
- Ability to apply engineering principles and techniques to design, develop, and test C4I systems
- Ability to work under pressure and meet tight deadlines.
- Ability to analyze complex technical problems, identify root causes, and develop effective solutions
- Ability to manage projects, track progress, and meet deadlines
- Bachelor’s degree in computer engineering, systems engineering, computer science, or related field;
Master’s degree preferred - 5+ years of experience in related role, specifically in DoD/DoN environments
Some travel may be required.
Due to our contracts with the U.S. federal government and the requirement for a security clearance to perform this role, candidates for this position must be U.S. Citizens.
Clearance Type RequiredCandidates must be able to obtain and maintain a Top Secret/SCI security clearance.
